- The proposed action extends the contracts's ordering period from 1 April 2004 to 30 June 2004. Additionally, six one-month options will be included to enable an extension of the contract's ordering period from 1 July 2004 through 31 December 2004 sho uld the need arise. The proposed action enables additional orders to be issued for Advanced System Improvement Program (ASIP) Single Channel Ground and Airborne Radio parts. SINCGARS is a family of Very High Frequency-Frequency Modulated combat net radios which provides the primary means of command and control for Infantry, Armor and Artillery Units. The ASIP SINCGARS is an enhancement to the initially fielded SINCGARS that utilizes a lighter-weight transmitter. The Government is planning a competitive foll ow-on acquisition. A solicitation for the follow-on competitive action was issued in March 2004 with an award anticipated in July 2004. Options will be included in the proposed contract modification to enable additional extensions of the contract's orderin g period in the event that there are delays in the award of the follow-on contract. The proposed action is needed to enable the Government to obtain a seamless supply of required ASIP SINCGARS, LRUs, ancillaries, test equipment and spare parts. The total e stimated cost of the proposed action, including the options is $49M. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requir ement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of thi s synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be consi dered solely for the purpose of determining whether to conduct a competitive procurement.
