Description
United States Postal Service Supplier Pre-Qualification Stamp Affixer Machine 1. Purpose The United States Postal Service (USPS) is pre-qualifying suppliers for development of an automated affixing stamp machine using Pressure Sensitive Adhesive (PSA) sheets of stamps. The machine should be capable of automatically applying stamp on first day covers (envelopes) as well as being capable of applying cancellation insignia on each envelope. The main goal of this automation is to improve operating efficiencies, reduce costs, and reduce employee repetitive motion for hand affixing. 2. Background First Day Covers (FDC) is an envelope bearing new stamps that are postmarked on the first day of sale. For each new postal stamp issue, USPS selects one location, usually related to the stamp subject, as the place for the first day dedication ceremony and the first day postmark. Cancellation Services is a unit at Stamp Fulfillment Services responsible for the application of the actual postmark bearing the first day of issuance city and date. These cancellations can either take the form of a standard ?killer bar? (containing lines that appear above and below the words ?First Day of Issue?), or a pictorial cancellation (containing a picture along with the words ?First Day of Issue?). Covers may be cancelled in one of two ways: Rubber or Metal Die. All requests must bear the minimum First-Class postage. Gummed stamps are stamps that must be moistened in order to affix it to a piece of mail. Pressure Sensitive Adhesive (PSA) ? Self-adhesive; requires no moistening to adhere to paper. 3. Objectives The USPS is seeking suppliers of stamp affixer machines. The functional requirements of the machine are as follows: ? Affix single or multiple single stamps from all pane configurations onto stationery/card stock. All stamp positions may not be required or used from a pane. Stamps remaining will be salvaged. ? Cancellation process should be capable of being turned on or off as needed. Cancellations by rubber or metal die must be dry before shingling or stacking the products in two groups of 25 or 50 pieces. ? Capable of piece counter. ? Minimal setup and preparation time for product changes. ? Minimum of production capability of 2400 placements (stamps and Cancellations) per hour with placement and cancellation accuracy within (+ / -) 0.02 inches (Stamps shall not overlap). ? Continuous feed ? Provide list of recommended replacement parts. Stamp Configurations Stamps ranging from size .87 X .98 inches to 1.5 X 2.065 inches. Stamps are placed no closer than .25 inches on any edge. Examples of various stamp configurations, sheet sizes and examples of various configurations of stamps pasted on various envelope sizes with cancellation stamp are available upon request. Stationery Configurations Stationery ranging from size 3.5 X 3.5 inches to 18 X 18 inches including thickness ranging from .004 inches thru .125 inches. Examples of actual stamps and stationery will be available upon receipt of individual request. 4. Pre-qualification Information Responses will be evaluated in accordance with the following factors: 1) Have, or have the ability to obtain, the necessary production, and technical equipment and facilities. (15 points) 2) Have, or have the ability to obtain, resources (financial, technical, etc.) adequate to perform the work. (15 points) 3) Understanding of service requirements and technical approach or completeness and soundness of proposed technical and management approach for meeting full-scope of supplier requirements in section 3. (10 points) 4) Have the necessary organization, experience, accounting and operations controls, technical skills, and production and property controls. (10 points) 5) Financial capability of the supplier and its proposed subcontractors for supporting a contract of similar complexity, size and scope. (10 points) 6) Have, or have the ability to develop, a sound quality control program that complies with the task requirement or the solicitation requirements. The supplier will have established, documented processes, quality metrics, and be certified to meet recognized quality standards, such as TL 9000. (10 points) 7) Have the capacity to meet correct and plan delivery schedules, considering all existing commitments, including awards pending. (10 points) 8) Past performance of the supplier and its proposed subcontractors in delivering each of the types of services successful and in combination in other contracts of a like complexity, size and scope. (5 points) 9) Demonstrated capability of forecasting and containing costs. (5 points) 10) Demonstrated capability to manage a program of the type for which you are seeking prequalification. (5 points) 11) Demonstrated history of being reasonable and cooperative with customers; commitment to customer satisfaction; integrity and ethics. (5 points) 5.
