- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Carderock Division, has a requirement for Vessel transfer services in the general location of Tongue-of-the-Ocean and Exuma Sound in the Bahamas. The required vessel shall be steel or aluminum hull Crewboat or equivalent type, U.S. documented, United States Coast Guard (USCG) certified, with enclosed pilot house. Vessel shall have a least two diesel engines and two counter rotating propellers. Vessel shall be USCG certified for a minimum of fifty (50) government/contractor personnel plus 4,000 pounds of hand-carried equipment and luggage. Seating capacity must be for a minimum of 30 government personnel. Vessel shall be capable of at least fifteen (15) knots when fully loaded with the personnel and cargo, in sea conditions up to and including sea state 3. The contract type shall be a Time and Material type, with a base period of performance of two (2) years, with three 1-year options. It is anticipated that the solicitation will be issued on or about 19 April 2004 with a closing date of thirty (30) days thereafter. A copy of the solicitation will be available electronically from fedbizopps or at: http://www.dt.navy.mil/acquisition/ under the solicitations. Note number one (1) is in effect for this procurement, which states that this action is 100% set-aside for small business concerns.
