Description
This is a combined synopsis/solicitation. Please see the files uploaded as part of this announcement. The U.S. Department of Education (ED), Federal Student Aid (FSA) is conducting a competitive procurement for a Front End Business Integration (FEBI) initiative to align its business processes with its strategic objectives. FSA's strategic objectives are to provide integrated and accessible information to its customers enabling their effective and efficient interaction with FSA; and, to sustain financial controls that ensure program integrity. The FEBI initiative will result in a solution for FSA that is student-centric, integrated, streamlined, and cost effective. The solution will be procured through one solicitation. This effort includes Applications Processing, which consists of Central Processing System (CPS), FAFSA On The Web, EDExpress, Aid Awareness, Bulk Publication Ordering System/UPS and the Public Inquiry Contract (PIC) and the Federal Student Aid Information Center as well as Common Origination and Disbursement (COD). COD originates and disburses Title IV student financial aid funds for both the Federal Pell Grant Program and the Federal Direct Loan Program. FSA's anticipated contractual needs for an integrated solution is available in a Statement of Objectives (SOO) posted on the website http://www.febi.ed.gov/. The Government may choose to procure services currently in the SOO such as: Aid Awareness and Outreach (2.3.1), Document Design (2.3.1.1), translation for documents (3.1.10), Web Usability (2.3.5.4) and the Systems Generated printing and mailings (2.3.8.1), under a separate solicitation(s) set aside for small business. Small Businesses are hereby invited to provide comments regarding how many solicitations should be issued and recommend an appropriate combination of services to meet these requirements. Comments will be used by the Government as part of its on-going market research and NOT as a prequalification of small businesses. All offerors responding to the FEBI Phase One solicitation must follow the instructions contained in the "Instructions and Evaluation Criteria." The U.S. Department of Education (ED) intends to award a contract for FEBI, for a term up to 10 years, including optional periods. The award will be a performance-based incentive type contract. ED is conducting the procurement competitively using a two-phase procedure, in accordance with applicable Federal procurement laws and regulations and FSA's procurement flexibility statute (20 U.S.C. 1018a(d)). Under Phase One, offerors submit basic information. ED will announce the Phase One results and issue a Draft Request for Proposals (RFP) to the offerors selected under Phase One in early May 2004. Only the offerors selected under Phase One of the process are eligible to participate in Phase Two. ED anticipates that proposals under Phase Two will be due on July 1, 2004.
