Description
The Government anticipates contracting for technical and professional services to identify and evaluate vulnerabilities in the protection of buffer zone areas of an estimated 2,000 critical assets in the United States, and to provide recommendations on corrective actions to reduce those vulnerabilities. The vulnerability assessment would address the susceptibility of critical assets to successful terrorist attack that make use of weaknesses in protection and monitoring of buffer zones near the critical assets. The critical assets include various industrial, transportation, government, public, and other types of sites. After the corrective actions have been identified, equipment valued at up to $50,000 per asset would be competitively procured and provided or installed by the contractor to assist owners of critical assets in reducing the vulnerabilities of their buffer zones. Organizations should identify specific states in the United States or regions within states where they could efficiently perform the anticipated work. Several regional contracts are anticipated with similar work scopes. The purpose of this announcement is to determine if there are small business firms or combinations of small business firms that have the requisite breadth and depth of experience and capabilities in the various technical, engineering, security, acquisition, business, and other disciplines that would be needed to successfully perform the broad range of tasks outlined above. Organizations deeming themselves qualified are requested to provide a brief description of their capabilities and experience in these or related areas so that the Government can determine the most appropriate acquisition strategy for satisfaction of this important requirement. This request is not a solicitation for proposals but merely a request for information. Please limit your response to no more than five pages and provide your response by April 9, 2004 to U.S., Department of Energy, National Energy Technology Laboratory, P.O.
