Description
17. The applicable North American Industrial Classification Code is 541511 with a size standard of $21.0M. The Drug Enforcement Administration [DEA] has a requirement for network systems and support services. The contract award is anticipated for approximately July 1, 2004 and effective through September 30, 2005 with an additional three [3] one [1] year option periods. This requirement is open to all certified small business that are in compliance with the SBA threshold for small business status as of the award date. This synopsis is for information purposes only. The Request for Proposals will be made available ONLY in electronic format on the DEA home page at http://128.121.209.186/rfps/rfplist.asp or www.usdoj.gov/dea Click on ?Acquisitions & Contracts?. This RFP will be available on or about Thursday, 04/03/2004. Offerors may submit questions or clarification requests until Wednesday, April 14, 2004 to the following. An amendment will be issued if a change to the requirement becomes necessary. The DEA intends to make an award of a performance based contract for these services to a small business. The award will be for a one year base performance period and four [4] consecutive optional performance years. It is anticipated that there will be approximately four [4] system engineers and four [4] telecommunications specialist positions each year. Offerors will be evaluated and ranked in a declining order of importance on the basis of: 1] Technical approach to network management and support of a classified network. 2] Management plan and certification for network security [Secret level] 3] Corporate capability in network encryption system configuration, etc. 4] Transition plan for the pre-contract and post-contract environment as well as recruiting, staffing overall performance of the requirement. 5] Past performance for a minimum of three [3] similar secret or COMSEC level engineering and analysis support service requirements. To receive the higher technical rating these should be relevant and more recent. Offerors should have recent past performance. Experience prior to 1997 will not be considered.
