Reporting/Management Advisor ISSUANCE DATE: 03/25/04 CLOSING DATE: 04/26/04 SOLICITATION NUMBER: PSC-04-020 (INL) Gentlemen/Ladies: SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. MARKET VALUE: FP-3 through FP-4, Step 1-7 ($46,519-68,551) 6. PERIOD OF PERFORMANCE: July 2004-July 2005, extendable as required. 7. PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below A.1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR PURPOSE: The purpose of this personal services contract position is to serve as Reporting/Management Advisor in the Management Office of the Narcotics Affairs Section (NAS) of the American Embassy in Bogota, Colombia. This individual will coordinate closely with the NAS Director, Deputy Director or the NAS Management Officer, who is the direct supervisor, and other PSC coordinators in reporting on and monitoring narcotics control and anti-crime/terrorism projects in Colombia. 2. STATEMENT OF WORK: The Contractor shall: A. Provide advice and assistance in implementing international narcotics control and anti-crime/terrorism projects administered or coordinator by the NAS, as directed by the NAS Director, the Deputy Director or the NAS Management Officer; B. Provide advice and assistance in preparation of documentation for procurement of training and non-technical commodities and services and in the monitoring of procurement actions, including drafting source origin waivers, bid solicitations, scopes of work, and delivery acceptance of items procured; C. Provide advice and assistance in end-use monitoring (EUM) of USG-supplied commodities and in preparation of the annual EUM reports (Phase I and II); D. Provide advice and assistance in personnel matters pertaining to American PSCs, embassy Foreign Nations and other local-hire employees and institutional contractors; E. Attend embassy general and law enforcement meetings and national and international conferences and seminars as directed by the NAS Management Officer, reporting on discussions, activities and/or decisions; F. Provide advice and assistance in arranging appropriate itineraries for and escorting official travelers as directed by the Management Officer; and J. Brief State Department, congressional and other visiting officials, including Embassy staff, on the status of USG-GOC narcotics control and anit-crime/terrorism projects. B. MINIMUM QUALIFICATIONS 1. U.S. citizen, eligible for a Department of State security clearance at the Secret level. 2. Minimum of a Bachelor of Science or Bachelor of Arts Degree from an accredited U.S. institution. Preference will be given to candidates who also have a masters degree in public administration, financial management, business administration, international affairs, international development or related fields. 3. Ten years of relevant overseas work experience, prefereably with the Department of State in the areas of program management, finanical management, project implementation, coordination,and evaluation, technical advice and liaison activities. 4. Experience and skill in operation of desktop computer-based word processing and spreadsheet applications. 5. Proficiency in English and Spanish, both verbally and in writing at the FSI 2/2 level; level 3/3 is preferred. 6. Physically and medically able to live in Bogota (altitude 8,600 feet) and to travel frequently to areas with varied climates and conditions within Colombia. C. EVALUATION CRITERIA Factor 1. Demonstrated experience and knowledge in organization administration, including non-government organizations. Factor 2. Demonstrated experience and good performance in working and operating in a foreign country, including ability to coordinate with at a working level with counterparts. Factor 3. Demonstrated skill in oral and written communication to prepare and present analyses, recommendations and solutions, including proposals and reports. Factor 4. Depth of knowledge and experience in USG, preferably State Department, management/administrative procedures and practices. Factor 5. Depth of knowledge and experience in areas of specific concentration - Counter Narcotics and/or anti-crime/terrorism D. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. E.
