Description: This is a combined synopsis/solicitation to provide (detailed description below )for the Tennessee Army National Guard in accordance with the format in the Federal Acquisition Regulation, Subpart 12.6 as supplemented with additional information inclu ded in this notice This announcement constitutes the only solicitation. The solicitation is identified by W912L7-04-T-0021, and is issued as a Request for Proposal (RFP). NAICS code is 332323. Proposals are being requested but written solicitation will not be issued. Description of the minimum requirements for material requested: Staircase will be installed for access to 50-foot tank range tower. Staircase must be free standing. (1.) 84-inch diameter x 49 feet 6 inch all aluminum spiral staircase. One piece welded unit, not a kit. (2.) 6-5/8-inch O.D. center column. (3.) 3 upper rest landings. (4.) 1-inch x 3/16-inch bar grate treads and landings with checkered plate nosing. (5.) 1.66-inch O.D. pipe handrail. (6.) 1-inch square balusters (1 per tread). (7.) 3/4-inch square intermediate balusters (3 per tread). (8.) Freight to job site and shop drawings to be included. (9.) Tax Exempt. The provision at FAR 52.212-2, Evaluation-Commercial Items. (1/99) is applicable. Award shall be made to the lowest price and technically acceptable proposal. The Government considers the price to be equal to the technical factors. The provision at FAR 5 2.212-3, Offeror Representations and Certifications (12/2000) applies. A completed-signed copy of this provision shall be submitted with proposal. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (5/99) and clause 52.212-5, Cont ract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (8/2000) also apply to this acquisition. The following clauses are incorporated: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52-225-3, Buy American Act Supplies.
