Description
This procurement is a BEST VALUE Invitation For Bids for construction services and is full and open competition. Responsible offers will be evaluated on the basis of Best Value to the Government. In addition to using pricing as a determining factor, evaluation of the contractor??????s related experience and past performance will be considered. The United States Army Corps of Engineers intends to award a Firm Fixed Price Contract for construction services to repair the outlet works stilling basin walls . Repairs consist of construction of a temporary access roadway around the site, installation of low flow diversion piping and pumping system, dewatering the worksite, controlling storm water runoff and fugitive sediments, excavation of the existing backfi ll, providing support during Government inspection of the walls, and execution of one or more options. Option 1 requires installation of the backfill to original conditions, and replacement of the stilling basin wall backfill drains. Option 2 requires inst allation of an EPS wall in the backfill, installation of the backfill to original conditions, and replacement of the stilling basin wall backfill drains. Option 3 is focused on partially backfilling around the stilling basin to current conditions. Option 4 addresses the possible emergency actions necessary to restore functionality to the stilling basin in the event of the necessity to discharge water through the stilling basin. Option 5 addresses the removal of existing corrugated metal piping that may be c ontaminated with PCBs. Options 1, 2, and 3 are mutually exclusive. Only one of these options will be exercised. The magnitude of this procurement is between $1 and 5 million. The North American Industrial Classification System (NAICS) code for this project is 237990, the Standard Industrial Code (SIC) is 1629. The Small Business size standard is $27.5 Million. This solicitation is unrestricted. Bids will be accepted from all interested responsible and responsive offerors. The mandatory date of contract co mpletion is 1 December 2004. Solicitation W912DQ-04-B-0005 will be available on or about 08 April 2004. Bids will be due and opened on or about 11 May 2004. The solicitation will be issued on CD-ROM only. Hard copies will not be available. Copies of the CD -ROM will be limited to one per firm.
