- The Naval Surface Warfare Center Dahlgren Division, Dahlgren, Virginia requests capability statements for refurbishing a medium-sized anechoic chamber used for electromagnetic vulnerability testing. It is requested that each potential supplier prepare a capability statement describing its ability to accomplish this task. This capability statement should include a description of the absorber material addressing the listed requirements, a description of the company's ability for installation, performance evaluation, and certification of the absorber material, and any other suggestions for chamber improvement. The capability statement should not exceed three pages. Brochures are also welcome in addition to the capability statement. Inclusion of pricing information is optional at this time. All capability statements should be received within one month of the publication announ cement. BACKGROUND The NSWC Anechoic Chamber is located in Building 150 on the Naval Surface Warfare Center, Dahlgren Division, Dahlgren Virginia. The chamber is constructed within a single, shielded RF enclosure. The Chamber is 18.26m (60'-0") long by 8.53m (28'-0") wide x 8.53m (28'-0") high. The facility will be used for performing testing over the frequency range of 80MHz to 100GHz. The chamber has a 36" X 84" personnel door and a large 24'-0" x 14'-0" equipment door. Lighting is provided by 25 each, 90-watt halogen flood lamps that are situated above the ceiling absorber in equally spaced wave-guide beyond the cut off housings. The chamber has an existing fire sprinkler system with 50 heads exposed in the ceiling. FREQUENCY RANGE SPECIFICATIONS The NSWCDD anechoic chamber facility currently has a test range of 200MHz to 60GHz. With the availability of new anechoic materials, NSWCDD has the opportunity to extend this test range. At a minimum, we would like to extend this test range down to 100MHz. By extending the range to 100Hz, NSWCDD will have the ability to conduct low A-band EMV missile tests in the chamber. This will save both time and money by removing the need to move the missile and equipment out onto the ground plane. It will also provide a cleaner RF test environment. We do not see a direct need to extend the upper bound above 60MHz. However, if the choice arose to either extend the range above 60GHz or extend it below 100MHz, it would be more beneficial to NSWCDD to extend the range above 60GHz to enable high frequency testing in the future. NEW ABSORBER MATERIAL PERFORMANCE SPECIFICATION Replace the existing absorber with new absorber to cover regions of the chamber floor, wall and ceiling as required. At a minimum , this material shall provide suitable chamber performance from 100 MHz to at least 60GHz. RF ABSORBER CHARACTERISTICS a. Safety: The absorber product must be manufactured from UL listed material b. Mechanical characteristics: RF absorber must be able to support its own weight with a safety factor of 10. c. Fire test: RF absorber material must be compliant with UL 94HBF and NRL 8093 test 1,2,3. d. Toxicity: RF absorber must be non-toxic and shall not release any toxic fumes or particles. CHAMBER STRUCTURE MODIFICATION Repair to the chamber structure as required to support anticipated loading. Changes to design/layout of chamber and its structure will be welcome. WHEEL LOADING The floor material shall meet the following requirements: The floor material shall be able to support a cart whose total load is 3000 lbs. Maximum total wheel load shall be 500 pounds per tire. No deformation in the flooring material will occur when load is applied. VERIFICATION TESTING SHIELD EFFECTIVENESS TEST Door Seals and Light fixtures will be shielded to meet industry standards and per NSA65-6/MIL STD 285. SITE ATTENUATION Site attenuation measurements shall be performed in accordance with ANSI C63.4 measurement procedures. FIELD UNIFORMITY Field uniformity measurements shall be performed in accordance with EN 61000-4-3. QUIET ZONE The Quiet Zone Reflectivity measurements shall be done to define the Quiet Zone centered 14'-0" above the turntable located in the chamber. WARRANTY The Manufacturer shall provide the government with a minimum 15- year warranty for material and workmanship.
