Description
On behalf of the Marine Corps Systems Command, the Contracts Department is seeking to determine whether there is currently available a camouflage screening/netting of a General Purpose, Infra-red (IR) suppressing, Near IR suppressing, Radar Defeating and Radar Transparent with Woodland variants on one side and Desert variants on the other side. The Marine Corps screen weight requirement for this system is a maximum of 7.65 ounces per square yard, and the screen system size (hex and rhombic) and packaged requirements (number of poles and spreader/shape disrupters) are in accordance with the current Ultra-lightweight Camouflage Net System (ULCANS). All responsible sources are invited, at no cost to the Government, to provide availability information, customers using the system, and a 4 foot by 4 foot screen/netting sample and spreader/shape disrupter sample to support this availability and to enable a capabilities evaluation. The samples will not be returned. Individual responses to this request for information that may contain company proprietary information must be marked accordingly. Such information will not be released to the public. The Government will develop its potential acquisition strategy and solicitation requirements based upon industry responses. The purpose of this request for information is to identify companies that currently produce a camouflage screening/netting system that satisfies the Marine Corps requirements. This Sources Sought/Market Research shall not be construed as a request for proposal. The Government does not intend to award a contract from the results of this Sources Sought. A solicitation document has not been prepared. The Government shall not be liable for, or suffer any consequential damages for any technical information identified (e.g., limited and/or restricted rights). Interested firms may send their capability statements and samples, with company name, address, contact information and business size, to Mr. Jeff McMillan at the Contracts Department, Code 891-3, 814 Radford Blvd (FedEx), Bldg 3700, Room 300W, PO Drawer 43019, Albany GA, 31704, and at mcmillanj@logcom.usmc.mil no later than April 12, 2004 3:00P.M. EST. No telephonic submissions will be considered. All associated spare parts and components that comprise the system should be identified in the responses submitted. Additionally, the responses should address each of the following items as they relate to its identified screening/netting system. a. Screen radar properties to include the screen?s ability to achieve a patterned reflectivity for an arbitrary incident polarization b. Screen thermal properties to include the screen thermal transmission and thermal signature capabilities c. Screen system color, spectral reflectivity and Near IR characteristics d. Screen colors, pattern scheme and construction used in the screen to reduce the detection range during all seasons e. Screen multi-spectral properties not altered, to include colors not shifting or fading upon long-term exposure to harsh weather or harsh storage conditions, specifically, very hot and /or damp conditions f. End item stability and durability against handling, self -abrasion and abrasion with military vehicles g. Screen system components, containers, repair kit, snag resistant and ?No Foreign Object Damage (FOD) design? h. Support poles, spreader/shape disrupters (to include no slip interface between screen and spreader/shape disrupters) and anchoring stakes and transportation storage containers i. Flame, fungus and petroleum, oil, and lubricant resistance j. Weight increase after water immersion and screening break and tear strength The publication of this request or subsequent submission of product information shall not be construed as a commitment by the Government for vendors to procure equipment or to take any other extraordinary actions regarding this request. It is also noted that the information provided by potential sources may be provided to third parties on a controlled basis for evaluation purposes. Therefore, submission of product information shall contain the vendor?s written permission for release of this information to third parties as determined to be appropriate by the Marine Corps Systems Command Project Officer.
