Description
In accordance with FAR Part 12 and Part 13 Commercial and Simplified procedures, the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with Prime One Contracting for removal and repair of Horiba LDV chassis dynamometer. The Light-duty LDV-48-86-125HP-AC D002 is issuing a bearing speed error warning. Repair of this fault is essential for accurate and repeatable usage of this equipment. Removal and repair of the chassis dynamometer will include the replacement or repair of motorized bearings. Due to the cost of removing this dynamometer from the pit, other components not associated with the dynamometer failure will be cleaned, rebuilt or replaced to minimize future maintenance and repairs. Prime One is the proprietary owner of the Horiba dynamometer software and therefore is the only available source for the repair. Additionally, Prime One has established procedures for diagnostics and calibration not available to other contractors. The motorized bearings where made only for Horiba LDV dynamometers. Prime One has access to all parts and has them readily available. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by April 9, 2004 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
