- Description
- The Marine Corps Systems Command intends to award a sole source modification on contract M67854-03-C-2005. This requirement consists of AVENGER Fire Control Computers and the required installation kits and associated spares. The total requirement is anticipated to be for a quantity of 42 AFCC kits over three years. It is anticipated that this requirement will be a firm fixed price (FFP) modification to contract M67854-03-C-2005 with Boeing Company, Huntsville, AL. It is planned that U.S. Marine Corps (USMC) funds will be used for this action. The AVENGER Fire Control Computer (AFCC) is essential and is a required part of the U.S. Marine Corps AVENGER Ground Based Air Defense weapon system. The AFCC is essential to the immediate modernization (enhancement capability and reliability) of the USMC AVENGER weapon system by addressing the most critical obsolescence issue by replacing the current AVENGER Control Electronics (ACE). The AFCC interface with the Remote Terminal Unit accepts sensor track data from a tactical data link and once accepted, automatically slews the AVENGER turret in azimuth and elevation placing targets in the gunner?s field of view. The resulting network permits rapid and accurate deployment of ordnance while maintaining a high degree of situational awareness for the gunner. The AFCC, with the embedded Automatic Video Tracker (AVT), has been shown to be able to improve the overall capability of the AVENGER, either in a fixed position or on the move by allowing the AVENGER turret to automatically track a designated target. The increased capability results in increased effectiveness against low-end cruise missiles, unmanned aerial vehicles (UAVs), as well as fixed and rotary wing targets. This capability will significantly increase the effectiveness of currently deployed USMC air defense units in support of amphibious operations and continued operations ashore. There is not an adequate technical data package (TDP) available for reference and information to support full and open or limited competition to manufacture the AFCC. Boeing?s involvement in development of the AFCC, as well as procurement by the U.S. Army, has given them the knowledge and expertise to test the item for compliance with the performance requirements (this is base on past and current performance). Boeing Company has developed the expertise to assemble the components. Boeing will fabricate or purchase the required interface cables. Boeing is the only company able to provide the total integration process in the timeframe required. This synopsis is for informational purposes only. Any response to this announcement shall be made in writing and e-mailed or faxed to the contract specialist no later than 12 May 2004. No telephonic responses will be accepted. See numbered note 22.
