Description
The Intelligent Propulsion Systems Technology (IPSFT) Sub-Project in the Ultra Efficient Engine Technology (UEET) Project Office, Vehicle Systems Program, intends to solicit proposals for research and development in the area of adaptive turbine engine propulsion technologies to enable intelligent turbine engines that significantly reduce harmful emissions while maintaining high performance and increasing reliability. NASA is working to reduce CO2, NOx, aerosols and particulates from the Nation?s airspace, specifically those generated by gas turbine engines used in commercial subsonic and supersonic aircraft. NASA?s current goals are to reduce landing and take-off nitrogen oxides (LTO NOx) by 70% over the 1996 ICAO standard, and to reduce CO2 by 15% from current state-of-the-art large engines, both by 2007. For planning purposes, NASA?s future goals include increasing these goals to 90% LTO NOx and 30% CO2 reductions. To achieve this, a new Intelligent Propulsion Systems project will begin in October, 2007, to develop adaptive technologies for modern gas turbine engines to: 1) reduce specific fuel consumption by maintaining optimum performance throughout the engine operating envelope, including transients, 2) greatly reduce engine weight, and hence fuel burn, by reducing design margins, and/or 3) actively control the combustion process to reduce emissions at their source. In preparation, we are seeking proposals to develop foundation technologies needed for specific adaptive gas turbine engine components. For this solicitation, foundation technologies sought include, but are not limited to: sensor systems, actuation systems, control logic, smart materials, morphing structures, fluid mechanics, physics-based models, measurement technologies, electronics, communications, in-situ power generation, and aerodynamics. This draft solicitation is for information and planning purposes and to allow interested parties the opportunity to furnish comments on all aspects of the draft. No proposal is required, and no contract will be awarded as a result of this draft solicitation. Prospective offerors are invited to: 1. Comment on all aspects of the draft solicitation, including requirements, schedules, proposal instructions, and evaluation approaches; 2. Identify unnecessary or inefficient requirements; and 3. Identify any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work.
