Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issused. This is a combined synopsis/solicitation for Rental Vehicles in support of the Kansas Army National Guard Battle Command Training Center (BCTC), Ft Leavenworth, Kansas. Rental vehicles are required for the period beginning 20 July 2004 through 6 August 20 04. The requirement is in two categories of vehicles and will be require funding and separate invoices. Proposals must be broken down into the two categories as follows. 1st Army Requirement, 20 Jul ?????? 6 Aug 2003 (2 weeks) = 30 EA -- Full Size Cars and 30 EA -- 15-Passenger Vans. Battle Command Training Center, 27 Jul ?????? 6 Aug 04 (2 weeks) = 25 EA -- 15-Passenger Vans and 27 EA -- 7 Passenger Vans, 2 EA full size cars and 1 ea pick up truck ???? ton. Rate shall be based on unlimited mileage us ed in Kansas/Missouri. The collision damage coverage shall be waived. The government is self-insured and will be responsible for all damage. The vehicles shall be delivered to 8 Sherman Ave, Ft. Leavenworth, KS prior to 8 AM on 20 Jul 04 with a full tan k of gas and picked up at the same location prior to 10 AM on Aug 04. Offers will be considered from only companies that are established owner/operators of rental vehicles businesses. Second party offers from brokers will not be accepted. This is a solic itation document and incorporates provisions in effect through Federal Acquisition Circular 2001-20. NAICS code is 532111. The provision at FAR 52.212-3, Offeror Representations and Certifications (1/2004) applies to this acquisition. A completed-signed co py of this provision shall be submitted with any proposal. The clause at FAR 52.212-4, Contract Terms and Conditions (10/2003) applies to this acquisition. The clause at FAR 52.212-5, Contract terms and Conditions Required to Implement Statutes or Executiv e Orders-Commercial Items (1/2004) applies to this acquisition. Under paragraph b, the following clauses are incorporated: 52.203-6, Restrictions on Subcontractor Sales to the Government (7/1995), with Alternate I; 52.222-26 (4/2002), Equal Opportunity; 52 .222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (12/2001); 52.222-36 Affirmative Action for Workers with Disabilities (6/1998); 252.222-37, Employment Reports on Disabled Veterans (12/2001); 52.225-3, Buy American Act-Supp lies (1/2004). The clause 52.232-33, Mandatory Information for Electronic Funds Transfer Payment (10/2003) applies to this solicitation. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes to Defense Acquisition o f Commercial Items (1/2004), is applicable to this acquisition. A single award will be made. Evaluation and award will be based on the lowest priced proposal received in response to this solicitation. Award will only be made only to a contractor who is an established rental car company. Offers from broker contractors will not be evaluated for purposes of award. All offers submitting a proposal must be registered in the Central Contractor Registration Database located at www.ccr.gov.
