Description

The Department of Homeland Security intends to issue a sole source firm fixed price contract to Hallcrest Systems, Inc. to provide a study in improving the surety of private security guards by improving the effectiveness and timeliness of background checks. Under the authority of 41 U.S.C. 253(c)(1), Hallcrest Systems, Inc. is considered to be the only responsible source and no other supplies or services will satisfy agency requirements. Hallcrest's unique capabilities brings highly specialized services in the area of private security research and consulting and is considered the nation's preeminent firm specializing for more than two decades in studies that examine all sectors of the U.S. security industry and its relationships with public law enforcement.
