- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, streamlined procedures for evaluation and solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation FA3022-04-Q-0003, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. The associated North American Industry Classification System (NAICS) for this procurement is 541513 and the small business size is $21 Million. This is advertised as 100% hubzone set-aside. Non-Personal Service to provide the following: Provide site management of Command, Control, Communications, Computer and Intelligence (C4I) information resources for decision-makers, war fighters and other site users. Additionally, the service contractor is expected to be a partner with the base community in continuously improving the quality of programs and services offered to customers. The contractor shall perform/provide Columbus AFB with timely, proactive, high quality communications and computer services. These services shall include, but not limited to, Information Technology (IT) planning, telecommunications support, Base Communications Center (BCC), Defense Message System (DMS) administration and support, local customer support of regionalized data processing, Network Management (NM) and Administration, firewall administration, small computer systems support and maintenance, Defense Information System Network (DISN) node administration, Status Of Resources Training System (SORTS), Combat Information Transport System (CITS), software installation, configuration and support, wing software management, webmaster functions, information assurance, information protection operations and customer training, support and education. Contractor?s proficiency level must keep pace with technological advances in the IT industry. FOB: Destination for delivery is Columbus AFB, MS. The performance period will consist of a base year, 1 Oct 04 ? 30 Sep 05, and four subsequent option years. All interested parties must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.204-7004 and 252.232-7009. CCR can be accessed at www.ccr.gov or by calling 1-888-227-2423. The CCR registration must be completed before award can be made. All interested parties must also be registered with Wide Area Work Flow (WAWF) in accordance with IAW DFARS 252.232-7003, Electronic Submission of Payment Requests (Dec 2003) WAWF can be asccessed at https://wawf.eb.mil. The due date for all quotes is 28 April 2004 by 4:00 p.m. CDT. Note that 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Offerors shall complete and present with their offers FAR 52.212-3 Offeror Representations and Certifications - Commercial Items (July 2002) and DFARS 252.212-7000, Offerfor Representations and Certifications-Commercial Items (Nov 1995). In addition the clauses 52.212-4, Contract Terms and Conditions-Commercial Items and 52.212-5 (Deviation); Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this solicitation.
