Description
The U.S. Geological Survey (USGS), National Earthquake Information Center (NEIC), has a requirement for design, development, and programming services for specific subsystems in support of the real-time Advanced National Seismic System (ANSS), which includes: 1) ongoing ShakeMap development and operations; 2) design and implementation of DYFI systems enhancement for response to global earthquakes; and 3) validation and publicizing of these systems. The following qualifications are considered essential to this requirement: 1) Experience in earthquake seismology theory and seismic network operations; 2) Experience with, and ability to understand and analyze, earthquake ground motions and macro-seismic intensity data, including empirical ground motion attenuation, special and spectral analyses; 3) Experience in development and programming of related real-time seismic analysis systems; 4) Knowledge of seismic data processing, including waveform analysis and earthquake notification services; 5) Experience in design and implementation of PERL scripting based seismic processing; and 6) Experience with Generic Mapping Tools in a UNIX environment, MySQL Database, and web-page programming, including HTML, CGI scripting, JavaScript, and Cascading Style Sheets. Performance period shall be from date of award through August 31, 2004. Interested parties shall complete the Request for Quotation (RFQ) No. 04CRQQ0105 on the Electronic Commerce Web Site at the following address: http://ideasec.nbc.gov/ecprod/owa/ecmenu$.firstcount/. Telephone requests for the RFQ will not be accepted. It is anticipated the RFQ will be available on or after April 1, 2004. Responses to the RFQ will be due on or about April 15, 2004. This is a small business set-aside. See Note 1.
