Description
The Department of Energy?s National Nuclear Security Administration (NNSA) Service Center, Albuquerque NM, intends to award a contract to Insight Technology Inc., 3 Technology Drive, Londonderry, NH 03053, on a sole source basis. The item to be purchased under this contract will be: 100 each - AN/PAQ-4C Laser Pointer with mounting brackets, The AN/PAQ-4C is an infrared Aiming Light that is attached to an individual served service rifle. It is used in conjunction with the PAQ-4C Laser Aiming Device to direct small arms weapon fire at night. The AN/PAQ-4C emits a narrow beam of light that projects a dot of light on a target. This dot of light indicates the impact point of small arms fire. Insight Technology has been determined to be the only company who can meet the needs of the NNSA Service Center. This determination is based on the following: Insight Technology is the manufacture of these parts which are to be used in conjunction with the PAQ-4C Laser Aiming Device. The PAQ-4C Laser Aiming Device is not available commercially and Insight Technology is the only authorized laser aiming device for use by Department of Energy Federal Agents and Department of Energy weapon systems. This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the response due date/time will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
