Description
Bureau of Land Management pre-solicitation notice for Stewardship Contracting. BLM intends to acquire a performance based service contract for Stewardship Services for up to 10 years near Elk City, Idaho. This will be a goods for services end result contract. Conservation credits will be earned by the contractor to offset the service and construction work. All numbers are estimated and some items are option items. 800 acres of commercial thinning of red, white, hew wood, pulp, and biomass (helicopter, cable, and ground based). 685 acres of pre-commercial thinning. 400 acres of understory burning. 120 acres supply and plant conifer seedlings. 400 acres of lopping slash. 235 acres of pruning residual trees. 2 fish passage sites. 1.2 miles of permanent road construction. 2.6 miles of existing road upgrade. 14 miles of road maintenance. Close 3.5 miles of road. Install 3 gates. 8 sites of surface live water crossings. Fish rearing channel restoration and maintenance of 1,100 feet. 20 acres of riparian restoration. 14 days of mopup and patrol. Decommission 1.7 miles of road. Obliterate 1.4 miles of road. If needed, construct 2.5 miles of temporary road. Biomass transportation allowance. Bonding for the timber and construction items will be required. There will be negotiated incentives and deterrents suggested by BLM and proposed by the contractor. HOW TO RESPOND: If you are interested in competing for this requirement/contract, you must demonstrate that you are qualified to perform the work by providing a CAPABILITIES STATEMENT to the Contracting Officer NLT 4:00 PM Mountain Time on April 13, 2004. Submit an original and four copies of the statement that is no more than 50 pages long and describe Past Performance and Qualifications. The Government's evaluation of the Capabilities Statement will be based on the following: 1. Past Performance. In the PAST PERFORMANCE section, describe five projects completed in the last three years, including the scope, length, cost of project, and summary of the projects as well as the client names, telephone and fax numbers, and e-mail addresses. Describe how/if the projects were completed on time, within budget, and within specifications. 2. Qualifications. In the QUALIFICATIONS section, demonstrate your company's capability to accomplish this type of work, including a rough outline of a subcontracting plan if you intend to subcontract part of the effort. Include your capability to ensure domestic processing of saw logs, capability to balance multiple segments of the proposed work. Demonstrate capability to secure the appropriate level of bonding. Upon completion of Capability Statement evaluations, the Government will advise each respondent that he will, or will not, be invited to participate in any resultant acquisition. All respondents are hereby informed that, notwithstanding advice provided by the Government in response to their submissions, any respondent, at his request, may participate in the Request for Proposal (RFP). Responses to the RFP will consist of written technical and price proposals. Offerors are required to be registered in the Central Contractor Registration before award of any contract.
