Description

Rental of one fixed wing aircraft for a survey of harbor seals in the Disenchantment and Icy Bays out of Yakutat, Alaska. The survey will be conducted from April 28, 2004 through August 30, 2004 at intermittent times. Flights will be conducted at least twice a week, between 1300-1500 hours. An airplane with high wings with good downward visibility, capability to fly at 85-100 knots to allow for visual estimation of seal abundance and photography, FM radio, GPS, intercom system with VOX and headsets, VHF/HF or SSB system, PFD's for two passengers, and a camera hatch in the belly of the airplane. The pilot shall have a high level of experience at low-level marine mammal surveys in the Alaska environment. The aircraft and pilot will be approved for low-level activities under the Alaska Aircraft Rental Agreement. The Government will evaluate Vendor offer on a best value bases.
