Description
REQUEST FOR INFORMATION Commercial Portable Monitor/Analyzer to Detect Contaminants in Air. Navy Experimental Diving Unit (NEDU), Naval Sea Systems Command, Panama City, FL is seeking vendors to provide current industry capabilities in order to establish the limits of, test, and evaluate commercially available technology meeting the below desired specifications. The US Navy is considering employing portable gas analyzers to monitor on site and in real-time effluent of air compressors. Compressors deliver breathing air for divers and are used around the world by deploying and non-deploying units. Monitor will be used indoors and outdoors and in all weather conditions. Compressor intake draws from well-ventilated outdoor air, indoor air (e.g. industrial-setting, ship/submarine compartments), and contaminated outdoor air (e.g. dockside, near oil/chemical spills). 1. Analyzer shall be portable instrument used to measure individual atmosphere constituents/contaminants. Any analyzer submitted for consideration as an example of current technology should not exceed size specifications, regardless of the number of measured constituents/ contaminants. In general, analyzer should be rugged, reliable, user friendly and field compatible. Analyzer should incorporate several sensors into one platform. Navy is particularly interested in hand-held, portable analyzers that can combine analyses of gases in one device. Device shall be capable of measuring oxygen, carbon dioxide, carbon monoxide, and volatile organic compounds in balance nitrogen. Navy is also interested in cost, stability of production, performance, maintainability, and delivery leadtime. SPECIFICATIONS: a. Stand-alone as unit, i.e. does not require computer or other type of controller. Movable between compressors. b. Simultaneously monitor/detect carbon monoxide (CO), carbon dioxide (CO2), oxygen (O2), and volatile organic compounds (VOCs). c. Be operable by personnel with high-school diploma or GED with minimal familiarity with analytical instrumentation (not laboratory technician). d. Be stable electronically and mechanically under field conditions expected at compressor sites including shipboard and while attached to operating compressor. e. Possess audio and visual alarms with selectable limits. f. Perform mandated measurements with sufficient accuracy, precision, and long-term reliability. g. Maximize the number of sensors within a given instrument in order to minimize the total number of analyzers. h. Minimize the need for calibration and maintenance. i. Minimize interference between measured gas and others present in effluent. j. Possess illuminated display and display of all components/gases simultaneously with measurement units. Minimum resolution and units: O2 0.1% CO2 10 ppm CO 1 ppm VOCs 0.1 ppm 2. Possible VOCs include acetaldehyde, acetone, benzene, benzaldehyde, butanal (butyraldehyde), butane, butanol, butene, dimethylethyl phenol, ethane, ethyl acrylate, ethylene, freon 114, hexane, hexanal, methane, methyl ethyl benzene, methyl ethyl ketone, methyl isobutyl ketone, methyl propyl ketone, methyl vinyl ketone, pentanal, propane, propylene, toluene, trimethyl benzene, xylenes. 3.
