This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued Solicitation: W9124J-04-T-0031, Request for Quotation The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-22. West 2107 17th Street, Bldg. 4197 Fort Sam Houston, TX 78234-5015 POC: Manuel Tarin 210) 221-4916 STATEMENT OF WORK Concept: Provide a full spectrum of air quality management services to ensure full compliance with all applicable Federal and State laws and regulations including pertinent parts of the Clean Air Act Amendments of 1990. Specifically, these services would include assistance in management of: 1.All permits, permits by rule, emission reduction programs, and completion of the calendar year 2003 air emission inventory update under the Texas Commission on Environmental Quality TCEQ regulations 30 TAC 101 through 30 TAC 12 for Fort Sam Houston. 2.All permits, permits by rule, emission reduction programs and completion of emission inventory and submittal under the Texas Commission on Environmental Quality TCEQ regulations 30 TAC 101 through 30 TAC 122 for Fort Sam Houston. 3.Assessment of any potential measures to reduce emissions from existing sources. 4.Creation of source air emission database. This will be accomplished in four 4 phases. The initial phase would involve a relatively high level of effort needed to update and complete the calendar year 2003 air emission inventory to the TCEQ by June 2004. The second phase would begin upon completi on of the first phase. This phase would provide the routine needed to keep the command in full compliance with all pertinent laws, regulations, and directives. The level of effort will be performed either on post or off post. ________________________________________________________________________ Phase 1: Completion of TCEQ calendar year 2003 air emission inventory. Duration: Needs to be complete and submitted to TCEQ no later than 1 June 04. Proposed Project Goals: 1.Verify previously inventoried emission sources. Identify any changes that have occurred since the 2002 air emission inventory. Identify any deleted or new sources. New sources will be thoroughly described by gathering information from the emission sou rce manager and through site reconnaissance. 2.Collect emission poi nt data for new sources. Collect all required emission stack data, including stack height, height above the building, diameter, estimated exhaust temperature, estimated exhaust rate, general location from emission source manager and precise UTM coordinate s from site reconnaissance and air photos. 3.Collect CY 2003 Operational and Consumption data. CY2003 operational and consumption data for all emission sources will be collected and entered into newly created emission database for use in emission calculations. 4.Calculate emissions. All annual and ozone period emissions will be calculated using recognized and established EPA and TCEQ methods. 5.Update emission point plot plans. Facility plot plans from the 2002 emission inventory will be updated to reflect any new or deleted emission sources. 6.Update TCEQ EIQ printout. Update the TCEQ EIQ computer printout using established standards for annotations. 7.Prepare data entry forms. Prepare emission inventory submission forms for any new sources. 8.Prepare TCEQ 2003 Air Emissions Inventory update. Compile a complete report to accompany the 2003 air emission inventory update conforming to the latest TCEQ guidance for this reporting. ________________________________________________________________________ Phase 2: Inventory emissions created at Camp Bullis during CY2003 Duration: Three months from project initiation Proposed Project Goals: 1.Verify previously inventoried emission sources. Identify any changes which occurred at Camp Bullis since the 1998 emission inventory. Identify any deleted or new sources. New sources will be thoroughly described by gathering information from the emiss ion source manager and through site reconnaissance. 2.Collect emission point data for all sources. Collect all required emission stack data, including stack height, height above building, diameter, estimated exhaust temperature, estimated exhaust rate, general location from emission source managers and pre cise UTM coordinates from site reconnaissance and air photos. 3.Collect CY2003 operational and consumption data. CY2003 operational and consumption data for all emission sources will be collected and entered into newly created database for use in emission calculations. 4.Calculate emissions. All annual and ozone period emissions will be calculated using recognized and established EPA and TCEQ methods. 5.Create emission point plot plans. Facility plot plans showing the location of all inventoried emission sources will be prepared to meet TCEQ requirements. 6.Prepare written report documenting the emission inventory. Compile a complete written report describing the results of the emission inventory. Submit any and all required data/forms to the TCEQ if required. ________________________________________________________________________ Phase 3: Develop emission reduction strategies for Fort Sam Houston Duration: Two months from the end of Phase I and II Project Tasks: 1.Assess potential measures. Prepare a full assessment of any potential measures to reduce emissions from existing sources identified in the inventories described above. The assessment will require research and investigation of the practicality of the me asures and describe in genera terms their feasibility, cost of the measures and emission reduction potential. 2.Prepare written report. Prepare a written report of the assessment describing possible measure and including recommendations for adoption and further investigation. ________________________________________________________________________ Phase 4: Develop and install an emission source management system. Duration: Two months from the end of Phase III Project Tasks: 1.Develop emission database. Develop a database cataloging all known sources of air emission at Fort Sam Houston and Camp Bullis. This database will also include all operational emission reduction devices associated w ith the emission source. 2.Develop and install emission source tags. Develop and install a means to physically label tag and identify emission sources. The labels will be durable and easily recognized. The labels will conform to the database created in the emission inventories. 3.Prepare Emission Source Management packages. Prepare emission source management packages to be placed at the appropriate offices or sites to assist the emission source managers in performing their roles to: a.Operate the source in accordance with Federal, Department of Army and TCEQ permits, directives and regulations. b.Maintain records to demonstrate compliance with all applicable permits and regulations. c.Operate the source so that emissions are fully minimized. 4.Prepare a Garrison Emission Management package. Prepare a Garrison Emission Management package to help the Directorate of Safety, Environment and Fire to manage compliance with all applicable air quality permits and regulations.
