- Request for Information HSTS01-04-AOP999: Air Cargo Freight Assessment PHASE I April 9, 2004 INTRODUCTION: The purpose of this Request for Information (RFI) is to assist the Transportation Security Administration (TSA) in gathering information from Industry regarding air cargo authentication. The Government is contemplating methods to determine how to further develop air cargo security. Companies are invited to submit their ideas on air cargo security and may be invited to an industry forum in the future. Air Cargo often travels by highway, rail, and ocean before being transported by air. Therefore, inputs are not limited to the aviation industry. This RFI is issued solely for market research, planning and information purposes and is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited hereunder. Do not submit proprietary information in response to this RFI. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI are presumptively considered Security Sensitive Information (SSI) and will be handled as such. INFORMATION REQUESTED: 1. What risks have you identified pre-9/11 and post-9/11 and what are the operational issues identified with those risks? 2. What processes have been implemented or are available that can mitigate the risks identified in Item 1? 3. What sources of data are available, and are they commercial or proprietary? 4. What analysis has been completed to validate the data referenced in Item 3? 5. Address known emerging technologies and feasibility studies or analyses. 6. What approach do you recommend for the Government to further develop an air cargo freight assessment program? RESPONSE INSTRUCTIONS: Do not submit unsolicited proposals in response to this RFI ? they will not be considered. Responses should not exceed twenty (20) pages and should be submitted not later than 4:00 p.m. (EST), Friday, April 30, 2004.
