Description
This is a combined synopsis/solicitation for commercial/service items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation R1-16-04-017Q is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-22. The clauses and provisions referenced in this solicitation can be found in full text format at http://www.arnet.gov/far. This is a total small business set-aside and the small business size standard is $10.5 million. The North American Industry Classification Code is 561621. A quotation is requested to provide and install security cameras and to monitor those cameras at the Lolo National Forest, Aerial Fire Depot in Missoula, Montana. This quotation is for 1 base year with 4 one-year renewal options. This quotation has two (2) Line Items. Under Line Item 1, the cameras will be installed in priority as follows: (1a) Dormitory-Outside; (1b) Visitor Center-Outside; (1c) Cache Building-Outside; (1d) Loft Building-Outside; (1e) Air Operations Building-Outside; (1f) Retardant Mixing Area-Outside; (1g) Aircraft Ramp Area-Outside; (1h) East Parking Lot-Outside; (1i) Dorm/Training Center Parking Lot-Outside; (1j) Drive Thru Back Gates and New Maintenance Buildings; (1k) Hazmat Building; (1l) Explosives Bunker, and (1m) Dormitory-Inside. For Line Item 1, the base will be 1a and the rest 1b-1m will be considered as options. The contractor will have 60 calendar days to install and have functioning cameras when ordered by the Forest Service. The minimum specifications for the cameras that will be placed outside will be a Speco Technologies CVC-7705DNV or equal. For inside the Dormitory, the minimum specifications for the color camera will be a Sanyo VCC-3924 or equal with a Computar TG2Z3514FCS-2, 3.5-8.0mm F1.4 Lens or equal. The Hazmat Building and Explosives Bunker will have with the cameras a minimum specification of a Tango Systems, Incorporated FalconPLUS?s 5.8 GHz FM All-Weather Wireless Video System Transmitter or equal. The minimum specifications for the digital multiplex recorders will be a Digital Sprite 2 D/MDS2ADX160C160 or equal. The size of multiplex recorder will depend on the number of cameras at each priority area. The minimum specification for accessory power supply will be, depending on the number of cameras, an Altronix ALTV244 or equal, ALTV248 or equal, or ALTV2416X or equal. In addition, RG-59 Coax and 18/2 conductor wire will be required for video and camera power. Cat-5 cable for T1 connection. BNC connectors, RJ-45 connectors will be required for the T1 connection. Mounting hardware, conduit, and electrical connectors will be utilized where required. Under Line Item 2, the camera?s will be monitored as follows: 2a - Upon completion of Item 1a through September 30, 2004; 2b - October 1, 2004 through September 30, 2005; 2c - October 1, 2005 through September 30, 2006; 2d - October 1, 2006 through September 30, 2007; and 2e - October 1, 2007 through September 30, 2008. For Line Item 2 the base will be 2a and the remaining years 2b-2e will be options. The FAR provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Offer submitted by Offeror will include price and technical proposal. The FAR clause 52.222-41, Service Contract Act of 1965, as Amended will apply to this acquisition. The applicable wage determination is 1994-2317, Revision 19, dated 08/26/2003. Contract award will be made to the contractor offering the best value considering technical capability, past performance, and price. In the proposal, the contractor will specify the number of cameras to be placed and the monitoring that will occur. Offerors will include with their offer a completed copy of the FAR provision 52.212-3, Offer Representations and Certifications - Commercial Items. The FAR clauses 52.212-4, Contract Terms and Conditions - Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The FAR provision 52.217-5, Evaluation of Options, applies to this acquisition. The FAR clause 52.217-7, Option for Increased Quantity-Separately Priced Line Item, applies to this acquisition and the Contracting Officer may exercise the option by written notice to the Contractor within 30 days. The FAR clause 52.217-9, Option to Extend the Term of the Contract, applies to this acquisition and the Government may extend the term of this contract by written notice to the Contractor within 30 days to exercise the option provided the Government gives the Contractor preliminary written notice of its intent to extend at least 60 days before the contract expires. The total duration of this contract, including the exercise of any option under this clause, shall not exceed 52 months. There will be a site showing on April 22, 2004 at the Aerial Fire Depot, 5765 West Broadway, Missoula, Montana 59803 at 10:00 A.M.
