- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number BPD-04-CI-0033 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-20. The Bureau of the Public Debt on behalf of the African Development Foundation (ADF), a U.S. Government Corporation fostering grassroots participatory development in Africa, is recruiting an individual on a personal service contract basis for the position of Regional Country Field Representative. The services will be required for approximately 60 months. The North American Industry Classification System (NAICS) code for this acquisition is 541611, Administrative Management and General Management Consulting Services, and the small business size standard is $6.0 million. REGIONAL/COUNTRY FIELD REPRESENTATIVE INTRODUCTION The African Development Foundation (ADF) is an agency of the United States Government. Its mandate is to foster the participation of African communities in their development. ADF supports community-based organizations engaged in social and economic development activities including micro and small enterprise (MSE) development; trade and investment initiatives; micro finance; participatory development best practices; and HIV/AIDS. ADF grants support these efforts in fifteen African countries: Senegal, Mali, Guinea, Cape Verde, Ghana, Nigeria, Niger, Benin, Uganda, Tanzania, Namibia, Botswana, Zimbabwe, Swaziland and Zambia. The ADF Field Representative (Representative) will be responsible for guiding and supporting ADF?s work in Zambia and Swaziland. The office is located in Lusaka, Zambia. The Representative is the principal contact point for the ADF partners, grantees, applicants, other development practitioners, and the host country government. In this capacity, the Representative will ensure the proper implementation of ADF funded activities, identify new opportunities for ADF support, and collaborate with other entities in Zambia and Swaziland. Responsibilities The Representative reports directly to the Director of Field Operations or ADF?s Vice-President. The successful offeror for this position will be responsible for the direct supervision, administration and/or oversight of ADF-financed operations, programs and projects in one or two countries to which s/he is assigned. The Representative provides ongoing management oversight and substantive support to the ADF field staff and ADF-assisted Partner organizations in each assigned country. S/he is the primary link between ADF Headquarters and ADF field activities. The Representative serves as ADF?s principal field representative and is responsible for advising the U.S. Ambassador, other U.S. agencies, and other country development stakeholders on ADF program strategies and priorities, policies and procedures, programs funded and other activities undertaken by ADF. Specific responsibilities include: 1. Management of Operations -- directing and managing all field operations, including supervising the work of the ADF field staff and overseeing the Partner Cooperative Agreement; 2. Representation and Outreach -- promoting good relations and representing ADF with grassroots constituencies, ADF applicants and grantees, USG agencies, host governments, other donors and development stakeholders in the assigned country and sub-region; developing and implementing effective outreach strategies to identify organizations that might benefit from ADF support; 3. Application Review and Project Selection -- identifying and screening all applications for funding to determine eligibility for ADF funding; conducting preliminary feasibility, preliminary due diligence analyses and site visits to select projects for full fledged proposal/business plan development; 4. Project Design and Development -- monitoring the development of project proposals to ensure consistency with ADF?s guidelines and assure the professional presentation of all required documentation to ADF?s Project Discussion Group (PDG) and/or Project Review Committee; 5. Project Approval and Post-Award Monitoring -- serving as the liaison between ADF Washington (ADF/W) and ADF?s partners and the grantees to validate approved projects and grant agreement, and to ensure that ADF-funded projects and programs are being implemented consistent with the terms of the Grant Agreement and agreed upon performance objectives; and 6. Strategic Partnerships -- developing and managing strategic partnerships with other development stakeholders to expand ADF programming and promote replication of successful ADF-funded activities; and 7. Financial and Resource Management ? ensuring that resources (including financial, programmatic, facilities and equipment) within their countries are used effectively and efficiently, and in accordance with ADF and government-wide policies, internal controls and other requirements. Takes timely action to identify, request and monitor financial and material resources. Identifies ways and takes action to streamline business practices. Acts decisively and promptly to avoid or correct instances of potential fraud, waste, abuse and mismanagement. Skills and Knowledge Required: The contractor is required to have an MBA or a Masters in Economic Development, International Relations, Agriculture, Finance, or Economics from an accredited university and at least five years of experience in a management position. Experience in economic development, business or financial consulting and/or experience in training delivery is required. Experience in the design, development, and implementation of small or medium-scale enterprise? development support programs is strongly desired. The contractor is required to be articulate in written and spoken English. Evaluation Process-3 Separate Phases: Phase 1) Initial screening of Skills and Knowledge: Only offerors who meet the requirements under Skills and Knowledge will pass the initial screening and be rated on the remaining Evaluation Criteria. Phase 2) Scoring of Evaluation Criteria: If the offeror meets the requirements of phase 1 they will then be scored on the Evaluation Criteria. Phase 3) Interview of Top Candidates: Based on Initial Screening and Phase 2 evaluation scoring, the top candidates will be contacted for interviews. The interview will be evaluated based on verbal communication skills that clearly articulates their working experience as it relates to the SOW, ability to work with ADF senior staff and African Representatives, and experience in providing timely deliverables. Evaluation Criteria. Each offeror?s proposal will be evaluated according to the following factors: Comprehensive knowledge of economic development realities and the issues affecting small enterprises and community groups in developing countries, particularly in Southern Africa; On the ground (preferably in Africa) hands-on management and leadership experience with trade and investment, small enterprise, NGO capacity building and/or HIV/AIDS. Demonstrated ability to develop, implement, monitor and evaluate business development, trade and/or investment proposals. Strategic planning experience which demonstrates an ability to design and effectively manage resources for assigned countries and to develop plans for the country operations; Knowledge and experience related to U.S. grants management procedures and requirements; General knowledge of audit and financial management requirements for U.S. Government financed programs. Position Criteria 1. Period and place of work performance This is a firm-fixed price commercial item personal services contract consisting of a base period of 1 year with four (4) option periods of one (1) year each. The anticipated start date of performance is May 2004. If all options are exercised, full performance of this contract will be for 60 months. The position is a full-time position. Weekend work may be required. The Representative?s office is located Lusaka, Zambia. 2. Reporting Requirements The Representative will report to the designated Director of the Office of Program and Field Operations in Washington, D.C. 3. Salary and Benefits Your fixed price shall be all-inclusive to cover any benefits you would otherwise receive. Your proposed salary should be all-inclusive and should provide pricing for each option year. 4. Relocation Expenses A maximum of $5,000 moving and transportation allowance may be provided based on review of estimated moving costs separately presented with cost proposal. 5. Pay Schedule The Representative will be paid twice a month upon presentation of an activity report and timesheet. 6. Travel Local travel (and any international travel if required by ADF/W) and local support costs will be reimbursed to the Representative. The Representative will be required to travel frequently within Zambia and Swaziland and elsewhere and will visit remote locations under extreme climate conditions with limited health care facilities. International travel will not exceed 35% of the time. Travel will be funded under separate travel authorizations issued by ADF. 7. Citizenship This position will be a personal services contract open to citizens and non-citizens. Award ADF will evaluate all complete applications received by the deadline. ADF will select the most qualified candidate giving consideration to the ADF?s regional staffing needs and language requirements to ensure full coverage of the ADF?s Africa-wide program. Award shall be made based on the best overall value to the Government. The Government will not make award at a significantly higher price in order to achieve slightly superior quality. Your technical proposal must include a description of your experience as it relates to the specific responsibilities of the position. You must include a resume and 3 references with contact information. You must submit a firm-fixed price representative of services for the base year and each option year. The firm-fixed price is to be the best and final offer, all-inclusive, consisting of your salary and any benefits requested. You must provide evidence of health insurance coverage.
