Description
The Tactical Air Control Party (TACP) Modernization Program Office of the Electronic Systems Center (ESC/DIGR) is requesting information to identify technical alternatives for the acquisition of a Ruggedized Portable and/or Wearable/Portable Computer. The computer shall meet the requirements outlined in the Operational Requirements Document (ORD), AC2ISRC (CAF) 307-97-I/II/III, for Tactical Air Control Party Modernization, dated 9 Dec 99. The current plan is to purchase, in fiscal years (FYs) 2005 through 2010, approximately 700 dismounted and 700 vehicular computers and ancillary equipment such as, but not limited to, cables, connectors, power adapters and display adapters. It is a requirement that both dismounted (d) and vehicular (v) computers support the Windows 2K and XP operating system. Wearable computer technology will be classified as a dismounted computer. Estimated quantities by fiscal year are FY05-200d, FY06-500d, FY07-167v, FY08-167v, FY09-167v, and FY10-199v. The Government requests that interested offerors submit a response of not more than twenty (20) one-sided pages, 8.5" x 11" paper, Courier type, 10 pitch with a minimum of one (1) inch margins. The brochures and/or marketing material is not part of the twenty (20) page count. The response shall include the following: (1) documentation that describes your product and shows how it meets computer ORD requirements; (2) information on basic and extended warranty coverage currently available for the product you are recommending; (3) information on any additional functionality not in the ORD that your solution provides that you believe would be beneficial to the TACP mission (this includes, but is not limited to, the requirements of a) removable hard drive, b) sunlight-readable display, c) 40 GB hard drive, d) 512 MB RAM), e) embedded GPS, f) PCIDM equipped; (4) information on whether your product has been officially tested by a Government organization, participated in an operational exercise, and/or participated in a Government sponsored experiment (if your product has taken part in any of these events, identify a formal documentation (document title, date and number if applicable and a point of contact and phone number for obtaining a copy) that describes how your product was used and how it performed); (5) documentation that summarizes your firm's past performance on similar contracts and a customer point of contact/phone number for each contract; (6) a statement from your company regarding whether your product is a "Commercial Item" as defined by the FAR Part 2, together with the rationale supporting this position; (7) the size and socioeconomic status of your business (e.g., small, large, small disadvantaged); (8) brochures and/or other marketing material provided to Government or commercial customers for the product you are recommending in response to this synopsis; and (9) a Rough Order of Magnitude (ROM) estimate for the cost of your product.
