Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Administrative Support Center intends to negotiate on a sole source basis with Sea Island Software, Mt. Pleasant, SC for the development of an Inland Flooding Operational Module of the HURREVAC Model. The HURREVAC Model is a product of the Hurricane Evacuation Studies conducted in every U. S. coastal state and territory. It was developed by the Federal Emergency Management Agency (FEMA), U. S. Army Corp of Engineers (USACE), and the National Weather Service (NWS), and is a restricted-use program used by federal, state, and local government emergency managers since 1988 to track hurricanes to assist in decision-making for their communities. The statutory authority for other than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Procurement by less than full and open competition is necessary because this work is an expansion of activities currently being conducted by Sea Island Software for FEMA and USACE. Sea Island Software developed the current HURREVAC model, makes updates to the model to address user needs, provides training on the model, and operationally maintains the system 24 hours a day, seven days a week during hurricane season. The applicable NAICS is 541519. This action is estimated above the simplified acquisition threshold. Note 22 applies.
