Description
The National Oceanic and Atmospheric Administration's (NOAA), National Geophysical Data Center (NGDC) has a requirement for the redesign of the software on the Comprehensive Large Array-data StewardShip (CLASS) program, Defense Meteorological Satellite Program (DMSP) and Nighttime Lights software engineering work for the National Environmental, Satellite, Data, and Information Service (NESDIS). This is a critical component of NGDC's contribution to ongoing CLASS and Homeland Security efforts. Operational Systems, Incorporated's (OSI) extensive experience working on these projects and it's intimate knowledge of the software systems that underlie these systems make it the sole source capable for these projects. OSI's developers designed and built the system that ingests, processes, and archives all DMSP data for NGDC's DMSP Digital Archive. OSI has continued to maintain and evolve this 24x7 operational system since its deployment in 1992. As the initial authors of this system, OSI is the only source able to maintain and evolve the code over the fourteen years of its existence. OSI's developers have been instrumental in updating and modernizing many of the key components of NGDC's DMSP nighttime lights processing system and the DMSP Nighttime Lights Film Scan Project, which is an effort to use DMSP film scan imagery in support of Homeland Security objectives. This system uses the data of the DMSP Digital Archive. OSI's knowledge of the basic processing system for the Remote Sensing Group comprises one and one-half years, and OSI has re-written much of the fundamental code. As part of this effort, OSI has also written a system to produce digital output similar to that of the DMSP Digital Archive from analog DMSP film scans. OSI has been working on the CLASS project since NGDC's initial active involvement began in the summer of 2002. OSI has the knowledge of the installation of the CLASS software and systems, integration with current DMSP processing systems (in particular, DDABasic), and participated in the development of the next generation CLASS architecture. The Nighttime Lights Project will provide intelligence information based on DMSP nighttime observations to the National Geospatial Intelligence Agency (NGA), Central Intelligence Agency (CIA), and others. In order to meet its goals in this area, NGDC must use programmers knowledgeable in the DMSP F-16 spacecraft and film scan imagery, involvement in the extension of the current DMSP data processing system, and DDABasic to handle new instrument types and data available from the spacecraft in the support of Homeland Security objectives. This spacecraft is already sending data to NGDC (Oct 03, 2004 launch). The three systems involved, Nighttime Lights, DDABasic, and CLASS, comprise many hundreds of thousands of lines of custom C++, C, FORTRAN, Perl, IDL, XML, and Java code. NGDC is the sole agent for the raw data files from the DMSP satellites, with OSI being the software development team for processing this data. The National Oceanic and Atmospheric Administration's National Geophysical Data Center (NGDC) intends to negotiate on a sole source basis with Operational Systems, Incorporated (OSI) for the above requirements including two option years, under the authority of 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1, for the redesign of the software on the Comprehensive Large Array-data StewardShip (CLASS) program, Defense Meteorological Satellite Program (DMSP) and nighttime lights software engineering work. All rights in any type of data, recorded information, or software created under this agreement shall be in accordance with the Federal Acquisition Regulation Part 52.227-17 Rights in Data - Special Works (JUNE 1997). There is no solicitation available. See Number Note 22 (http://www.fedbizopps.gov), however the 45 days for receipt of response or proposals has been changed to read 15 days.
