POSITION TITLE: Senior Energy and Environment Advisor (USPSC) 5. MARKET VALUE: GS ? 14 ($74,335 - $96,637) 6. PERIOD OF PERFORMANCE: Two years with possible two years extension 7. PLACE OF PERFORMANCE: USAID/India 8. DIRECT SUPERVISOR: Office Chief, Environment, Energy and Enterprise (E3) 9. SECURITY ACCESS: Secret Clearance 10. AREA OF CONSIDERATION: U.S. Citizen/ U.S. Green Card holder I. Introduction USAID/India is a full service mission staffed in FY 2004 with 16 USDH employees, 125 FSN employees, 10 U.S. Personal Services Contractor (USPSC) employees, two Technical Advisors for AIDS and Child Survival (TAACS) and one Fellow, supporting a bilateral assistance program (Development Assistance/Child Survival and Health and Economic Support Funds) of $86.2 million and $45.0 million in P.L. 480 Title II. USAID/India is the field headquarters for the ANE Bureau's South Asia Regional Initiative (SARI) for regional energy cooperation and for equity issues (anti-trafficking of women and children). The combined life-of-project funding for regionally obligated SARI DA and ESF funds is over $62 million for energy and equity programs in South Asia. The Mission's new strategy with an approved budget of level of $993 million, covering the period FY 2003 through FY 2008, has five strategic objectives. The FY 2003 Operating Expense budget level was $4.169 million. USAID/India?s Office of Environment, Energy, and Enterprise (E3) encompasses a portfolio of activities valued at over $150 million and is responsible for planning and implementing the Mission?s strategic objective of ?Improved Access to Clean Energy and Water in Selected States.? These activities include projects to demonstrate best practices in power sector reform and water management; to enhance energy conservation and commercialization; to introduce clean coal technology and enhance thermal power plant efficiency; to introduce innovative clean energy technologies, including hydrogen, and to promote cleaner industrial technology and green businesses. They are implemented via technical assistance and training partnerships through contracts and cooperative agreements, as well as participating agency services agreements (PASA) with the U.S. Department of Energy (DOE), the U.S. Department of Agriculture (USDA) and the U.S. Environmental Protection Agency (EPA). II. Role in the Organization: The Senior Energy and Environment Advisor is a key member of the E3 Office and will have line responsibility in the Mission's organizational chart from which he/she will be expected to carry out the functions associated with the position of a USAID Advisor. S/he will report to the Office Director (Direct-Hire) in the E3 Office of USAID/India. S/he interacts with a wide network of partners among government institutions, development banks, other donors, state utility boards, private power companies and non-governmental organizations (NGOs) in the United States and India. The Advisor?s responsibilities include policy dialogue at senior levels of the federal and state governments of India and coordination with senior USG officials from several domestic agencies working in India. S/he develops programs with federal cabinet secretaries and joint secretaries, state governments and agency heads, bank and university presidents, directors of public utilities, and chief executive officers of major corporations. In addition, s/he provides advice in the strategic planning effort for the U.S. Mission in the fields of energy, water and the environment. III. Major Duties and Responsibilities The Advisor assists the E3 Office Director in managing the power sector distribution reforms, energy/water nexus, global climate change (GCC) and other related energy and environmental activities. The Advisor is required to provide accurate and informed advice to Mission Management and key counterparts on the full range of energy and water sector issues, with particular emphasis on both policy reforms and implementation. S/he requires a depth of expertise that enables her/him to provide leadership in these technical and policy reform areas to Mission Management, Foreign Service National (FSN) staff, partners and counterparts, and customers. Key counterparts and customers look to the Advisor to present viable and relevant policy options to address the complex and often conflicting array of energy and water sector issues relevant to the Mission?s clean energy and water strategic objective. The Advisor also: ► Provides substantive conceptual and technical leadership in the design of new USAID programs in India?s energy and water sectors. This includes, but is not limited to: (1) participating in senior level discussions relating to the energy and water programs, policies, and future directions; (2) evaluating programs in relation to the country?s needs and identifying areas and activities that would promote objectives of both the Mission and the Government of India; (3) identifying achievable development results in collaboration with USAID customers; (4) establishing dialogue with and obtaining/maintaining support from partners, customers, and stakeholders; (5) obtaining USAID/Washington agreement on development results and related financing; and, (6) obtaining Mission-level approvals for initiating development activities. ► Provides advisory services for the Energy Conservation Commercialization (ECO) project including the Distribution Reforms, Upgrades and Management (DRUM) and the Water-Energy Nexus (WENEXA) activities, including the design and supervision of the USDA-Rural Utilities Service Participating Agency Service Agreement (PASA) with USAID/India; design of state-level distribution reform activities; and, selection and design of pilot rural and urban distribution circle upgrades including energy-water co-management systems. ► Provides advisory services for the Trade in Environmental Services/Clean Technology Initiative (TEST/CTI) program activities, including strategic and technical guidance to the Confederation of Indian Industries (CII) Green Business Center. ► Carries out frequent consultations at the senior-most levels of the Indian central and state governments, NGOs, private sector, and other bilateral and multilateral donors. ► Provides technical leadership to USAID?s program in support of developing the hydrogen energy economy in India. ► Ensures the acceptable performance and completion of contract scopes of work (SOWs), terms of reference (TORs), work plans, delivery orders, budgets, and specifications by short- and long-term technical advisors as well as by institutional contractors. Periodically visits project sites and writes reports with observations and recommendations. ► Represents USAID/India as a featured speaker in national and international workshops, conferences and seminars. The position involves fostering teamwork and extensive coordination with USAID/India?s partners in collaboration with resident contractors, U.S. Direct Hire Employees and FSN staff. ► Coordinates and communicates with the Embassy?s Science, Economics, and Public Affairs Sections to ensure an integrated approach by the wider U.S. Mission. Actively contributes to the Global Issues Forum dialogue led by the Department of State Office of Global Affairs. ► Provides key input to the mission?s energy and environment team?s results reporting process, including indicator development and performance monitoring of the ECO-DRUM, WENEXA and TEST/CTI projects. Coordinates submission of the Strategic Objective 16 annual report including ensuring timely submission of all required data, compilation of tables, and drafting and finalization of the report text. ► Carries out other job related duties as assigned. The advisor will be responsive to all reasonable Office and Mission management requests for advice and technical assistance within the scope of the individual?s competence. The incumbent is expected to exhibit strong intellectual and conceptual skills to overcome regulatory, policy and operating constraints as needed to advance USAID energy sector goals in India; strong management skills to develop and implement program activities; strong interpersonal skills including demonstrated ability to work collaboratively with a range of professional counterparts at all levels to successfully advocate policy reforms with high level officials from a range of cultural backgrounds. This challenging position demands superior written and oral communication skills including the ability to meet tight deadlines with concise documents and verbal interpretation. Strong computer skills are desired with work experience utilizing Microsoft office programs (e.g., Word, Excel, Power Point, etc.). IV. Period of Performance: The Personal Services Contract will be for a period of two (2) years with a possible two years extension. The extension will be contingent on the need for continued services, satisfactory performance and availability of funds. A five-day work week is authorized. Overtime is not authorized although eligibility for compensatory time is in accordance with USAID provisions on time and attendance. V. Qualifications: The electric power and water sectors have been identified by USAID as essential and key strategic programs for reform in India. The incumbent must possess a demonstrated capability to plan, design, and implement reform-oriented activities. In this capacity, the incumbent must demonstrate an in-depth knowledge of the institutional, regulatory, policy and technical issues governing the energy, power, and water sectors in India. The successful candidate must be able to establish and maintain contacts with appropriate counterparts in the GOI, donor organizations, bilateral agencies and private sector organizations. Strong management skills are required to develop and implement program activities involving technical assistance, training, and commodity procurement. Administrative skills are required to oversee and evaluate the performance of multi-disciplinary teams of technical advisors, institutional contractors, and other implementing partners. The successful candidate must possess the ability to obtain, evaluate and interpret factual data and prepare precise, accurate and complete reports as needed to assist in project development and implementation efforts. The advisor must be able to recognize significant trends in collected data and to bring these to the attention of superiors in a timely fashion. S/he must possess skill in operating various computer software programs needed to compile and analyze data. A. Specific Competencies. The successful candidate will demonstrate: ► An in-depth knowledge of the concepts, principles, techniques, and practices of a professional field in or directly related to energy (e.g., electricity), water resources management, and environmental management; ► A strong technical background, demonstrated project development and management skills. ► The strong intellectual and conceptual skills needed to develop strategies to overcome legal, regulatory and operating constraints, as needed to accomplish USAID goals and objectives in India?s complex energy and water sectors; ► A good knowledge of Indian economic and political development is desired. ► The ability to quickly establish her/his technical bona fides with key policy makers; ► Capability to design and implement major advocacy programs in support of USAID?s energy and water policy agenda; ► The ability to coordinate USAID?s energy and water agenda with those of other bilateral and multilateral development assistance agencies; ► Excellent verbal communication skills, tact and diplomacy and the ability to establish and develop productive working relations at the highest level, and a high level of trust with public and private organizations; ► Excellent written communication skills sufficient to prepare high quality regular and ad hoc reports, presentations, activity documentation and briefing papers; and, ► Ability to work effectively in a team environment and proactively work to achieve consensus on policy, project and administrative matters. B. Education: Completion of Master's degree in energy or resource economics or policy, engineering, finance, international business, or a related technical area is required. An additional four years of experience, beyond the minimum experience of 15 years may be substituted for a Master's degree. C. Experience: 15 years of pertinent professional experience of which at least 7 years must be at the project and/or program management level. Additional Requirements: Must obtain a Department of State medical clearance and security clearance (Secret level required) prior to starting of the contract. Selection Criteria: Candidates will be evaluated and ranked based on the following selection criteria: Work Experience (35 Points): A minimum of 15 years of pertinent professional experience of which at least 7 years must be at the project and/or program management level. Three or more years of overseas experience are required with experience in India desired. Demonstrated experience in establishing relationships with key private sector, donor and public sector stakeholders. Specific experience in U.S. Government agencies or international donors managing energy and environment projects is highly desirable. Knowledge (25): An in-depth knowledge of the concepts, principles, techniques, and practices of a professional field in or directly related to energy (e.g., electricity), water resources management, and environmental management is required. Knowledge of USAID policies, regulations, methodologies, and documentation is desired. A good knowledge of Indian economic and political development is desired. Skills and Abilities (20): Demonstrated project development and management skills are required. Strong intellectual and conceptual skills needed to develop strategies to overcome legal, regulatory and operating constraints, as needed to accomplish USAID goals and objectives in India?s complex energy and water sectors are required. The capability to design and implement major advocacy programs in support of USAID?s energy and water policy agenda is needed. The Candidate should have proven managerial experience with the ability to lead, train and supervise. The candidate must possess the ability to analyze, conceptualize and exercise sound judgment. S/he must have project management, implementation, design and evaluation skills, and the proven ability to identify problems and develop creative solutions, as well as demonstrated good interpersonal skills. Demonstrated ability to work effectively in a team environment and the ability to achieve consensus on policy, project and administrative matters is required. Language Proficiency and Writing Skills (20): Excellent English verbal communication skills, tact, and diplomacy, and the ability to establish and develop productive working relations at the highest level are needed. Excellent English written communication skills sufficient to prepare high quality regular and ad hoc reports, presentations, activity documentation and briefing papers are essential.
