Description
The Federal Bureau of Prisons intends to award a firm-fixed price contract for construction of paving an existing gravel roadway at the Federal Correctional Institution (F.C.I.) /Federal Prison Camp (F.P.C.) Oxford, Wisconsin. The base project is to include the pavement of a roadway from the Federal Prison Camp service road which runs north and south to the powerhouse service road intersection (gravel road dimensions approximately 22 ft. in length x 1500 ft. in width). The roadway will be shaped and gravel added to create a base approximately 6 inches thick and provide for a degree of cant to allow water run off. The roadway will require an additional preventive measure to ensure no washout of the roadway during spring thaw in a location approximately 500 ft. from the south end of the roadway, this preventative measure will be discussed at the site visit for contractors to incorporate into their bids. The base will be shaped, watered, compacted and covered with a 3 inch (hot mix) asphalt surface. There will be seven alternates to this project. The alternates will be awarded based on low bid price of the base project plus the individual totals of each alternate. All, some, or no alternate may be awarded in conjunction with the base bid. The priority of the alternates will be listed as follows: Alternate #1: Pave the south parking lot located at the staff training center located on the north end of the federal property with dimensions approximately 60 ft. x 120 ft. to include the existing gravel roadway between the existing north parking lot and the south parking lot (approximately 22 ft. X 450 ft.) The roadway and parking lot will be shaped and gravel added to create a base at least 6 inches thick. The base will be shaped, watered, compacted and covered with a 3 inch (hot mix) asphalt surface. Alternate #2: Clean area and paint striping (Curb Yellow/Lead Free) to incorporate vehicle stalls, designated handicap accessibility areas per UFAS guidelines (handicap parking spaces and access aisles shall be a level surface, with slopes not to exceed 1:50 in all directions), and ?No Parking Areas? for both the north and south parking lots of the staff training center. Car stalls are to meet minimal standards for large vehicles (estimate width of stall to be between 9 and 10 ft.) and allow for consistency of stall pattern and conformity of stall numbers throughout the parking lot. Alternate #3: Cleaning and filling cracks of the F.C.I. outside perimeter road with a hot rubberized crack filler (similar material as used on standard public roads). The perimeter road is approximately 12 ft. x 4500 ft. Alternate #4: Cleaning and filling cracks at the F.P.C. (to include UNICOR lot) with a hot rubberized crack filler, material to be similar as used on standard public roads. Areas to include: entrance road, service roads, parking lots and walking track. Total area approximately 72,000 sq ft. Alternate #5: Cleaning and filling cracks for the Powerhouse service road (approximate dimensions 22 ft. x 3200 ft.) and Powerhouse parking lot (approximately 16,000 sq ft.) with a hot rubberized crack filler, material to be similar as used on standard public roads. Alternate #6: Clean area and paint striping (Curb Yellow/Lead Free) to incorporate vehicle stalls, designated handicap accessibility areas per UFAS guidelines (handicap parking spaces and access aisles shall be a level surface, with slopes not to exceed 1:50 in all directions), and ?No Parking Areas? for the F.C.I. parking lot (approximately 100,000 sq ft). Car stalls are to meet minimal standards for large vehicles (estimate width of stall to be between 9 and 10 ft.) and allow for consistency of stall pattern and conformity of stall numbers throughout the parking lot. Alternate #7: Clean area and paint striping (Curb Yellow/Lead Free) to incorporate vehicle stalls, designated handicap accessibility areas per UFAS guidelines (handicap parking spaces and access aisles shall be a level surface, with slopes not to exceed 1:50 in all directions), and ?No Parking Areas? for the F.P.C. parking lot (not to include UNICOR lot) (approximately 14,400 sq ft) and Powerhouse parking lot (approximately 16,000 sq ft.). Car stalls are to meet minimal standards for large vehicles (estimate width of stall to be between 9 and 10 ft.) and allow for consistency of stall pattern and conformity of stall numbers throughout the parking lot. This solicitation is available as a full and open competitive procurement. There will be a site visit on Wednesday May 19, 2004 at 9:00 am for all interested bidders. All bid submissions must be received by this office no later than close of business May 28, 2004. Anticipated date of award will be on or around June 04, 2004. Hard copies of this solicitation will not be available as the web site http://www.fedbizopps.gov shall furnish all requirements for bid submission. The competitive range of this contract range from $25,000.00 to $100,000.00 All future information concerning this solicitation, including amendments, will also be distributed solely through this site.
