COLLECT CALLS WILL NOT BE ACCEPTED. -Notice to Offerors- All proposal preparation costs will be borne by the offeror and the Government will not reimburse offerors for their costs associated in preparing their proposals. All responders are advised that the project may be delayed, canceled or revised at any time during the solicitation and/or award process based on decisions related to DoD chan ges, disposition of the Armed Services, or Congressional authorization and appropriation. -Registration for Solicitation- Prospective Offerors, subcontractors, and Dodge/Plan Room are required to self-register their firm or office on the Internet at http:/ /www.poa.usace.army.mil/contracting/default. asp to receive the solicitation. REQUESTS FOR THE SOLICITATION IN ANY OTHER FORMAT WILL NOT BE HONORED. This solicitation including the plans and specifications will be available for downloading through our Int ernet site at no charge. Those registering are responsible for the accuracy of the information. Updated project listing and planholder lists are available at the Internet site. All notifications of changes to this solicitation shall be made through the Internet only. It is the responsibility of the contractors to check for any posted changes to this solicitation. Please contact Carolyn Haynes, carolyn.i.haynes@poa02.usace.army.mil, (907)753-2545 if you need assitance registering for the solicitation. -Description of Work- On or about 12 May 2004, the Alaska District Corps of Engineers will issue a Request for Proposals (RFP) for the design and construction of a power plant cooling system. The power plant cooling system is the Heat Rejection Cooling S ystem for the Coal-Fired Central Heating and Power Plant (CHPP) at Ft. Wainwright, Alaska. The purpose of this project is to replace the existing 500,000 SF cooling pond system with a new Dry, Air-Cooled Condenser System. The solicitation process will be a one-phase design-build. The proposed acquisition will result in a fixed-price contract. The estimated design and construction cost for this project is between $25,000,000 and $100,000,000. This solicitation is unrestricted and open to both large and sma ll business participation. Plans and specifications will not be provided in a printed-paper format or CD; however, the Government reserves the right to revert to paper medium or CD when it is determined to be in the best interest of the Government. -Propo sal Submission- All proposal forms, bonds, and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium. Proposal submittal in electronic medium will not be allowed. All responsi ble sources may submit a proposal in the format and on the forms in the solicitation that shall be considered. Contractors must be registered with the Central Contractor Registration (CCR) in order to receive a Government Contract award. CCR registration can be accomplished via the Internet at http://www.ccr.gov/. NAICS code for this project is 236210 Industrial Building Construction. For the purpose of this acquisition, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed $28.5 million. Large business concerns submitting proposals for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the req uirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2004: Small Business 57.2%; Small Disadvantaged 10.0%; Woman-Owned Small Business 10.0%; Service-Disabled Veteran -Owned Small Business 3.0%; HUBZone Business 3.0%.
