Description

Sources are sought to identify firms capable of providing management, technical expertise, supervision, tools, equipment, supplies, labor and quality control necessary to provide Operations and Maintenance (O&M) support to the Air Force Technical Applications Center (AFTAC), Data Exploitation Software Maintenance (DESM). This task order contract will provide software maintenance support to several classified and unclassified operational user software applications. All are customer integrated COTS and GOTS software and include several Transport and Dispersion models, a web browser based information management system, an Atmospheric Chemistry model, an Aerobiology model, Report Generation software, several JAVA-based programs for the display of meteorological and nuclear data, and meteorological database access software. Software is written in ADA, FORTRAN, SAS, C/C++, JAVA, JavaScript, HTML, XHTML, DHTML, XML, and most applications run on multiple platforms (UNIX, SGI, PC, Solaris/Sparc, Linux/Intel, Windows/Intel, and IRIXJMJPS). The Molecular Collection and Analysis Data Exploitation System/Organic Chemistry Integrated Dispersion (MIDES/ORCHID) application suite integrates Microsoft Office Applications (Word, Excel, Acccss), an application server (JRUN or Oracle Appserv), a relational database (Oracle DBMS), an enterprise class web server (Netscape, Apache, or SunOne), along with numerous small utility applications and class libraries. The contractor provides first line technical support and troubleshooting as well as installing updates for maintaining current versions. Maintenance shall include small software alterations for incompatibilities or bug fixes. Responding parties should also indicate their size status in relation to the applicable NAICS Code, 541330, Size Standard, $4,000,000. Sources with 8(a) status or otherwise classified as a small disadvantage business should address their status in their response. Contractor personnel will require DoD security clearances at least at the TOP SECRET/SCI level. This sources-sought synopsis is an invitation for all qualified sources that contemplate submitting a proposal under a future RFP for this requirement to identify themselves. Sources should submit a brief capabilities statement in response to this notice. Responses must be limited to no more than 5 pages and should address the following specific areas. 1. The clearance level of personnel working on this contract. 2. The personnel training, experience and certifications in development relating to the described requirement. 3. Business size/status 4. Specific relevant work completed or currently being performed to include description of the work and points of contact. The contract type is to be determined with a base year and subsequent option years. Multiple awards are not anticipated. This synopsis is for planning purposes only and does not commit the Government to pay for information requested, issue a solicitation, or award a contract.
