- Description
- NASA/LaRC has a requirement for Shape Memory Alloy Power-Off Clamps. NASA LaRC is seeking to develop an articulated truss wing via telescoping truss elements that elongate and contract to allow for large wing shape changes. To ensure structural stability during operation, the truss elements must be locked in place and then released for wing shape changes. The most efficient method of accomplishiong this function is through the fabrication of a clamping device which will allow the telescoping parts to move with respect to each other when commanded with no power consumption. NASA/LaRC intends to purchase the items from Boeing Phantom Works Seattle, Washington. Boeing Phantom Works is the only known source capable of developing the clamps. Boeing has developed other functionally equivalent systems and has gained knowledge and experience under contract number NAS1-99069 for the development of the first generation of articulated truss wing structures. The Sole Source Authority is FAR 6.302.1. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 11, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
