- This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Synopsis is in support of a market survey being conducted by the United States Air Force to determine potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement for providing 34 man-years of Contractor Engineering and Technical Support (CETS) to the Royal Saudi Air Force (RSAF) for the operation, maintenance and support of their C4I Systems each year for up to three (3) years. The requirement will be for highly-educated engineers and specialists, who have considerable experience in various aspects of present RSAF Command and Control hardware, software, and communications sub-systems, as well as Tactical Units equipment and systems that are also elements of the RSAF C4I System. The RSAF already have a direct commercial contract for the day-to-day maintenance and operations of the RSAF C4I System. This FMS requirement is for personnel who have considerable experience in the development, installation and deployment of C4I systems, and planning technology advancements to improve C4I capabilities so they can advise the RSAF in solving the most difficult and challenging problems beyond the expertise and abilities of the day-to-day technicians. The majority of the positions will be in support of RSAF management in charge of overall maintenance and software development to the RSAF C4I System at the Central Maintenance Facility on Prince Sultan Air Base, at Al Kharj, Saudi Arabia. Several of the positions will be to provide support and assistance to the Director of Electronics, Communications, and Computers and his staff at RSAF Headquarters in Riyadh for planning upgrades and future enhancements to the C4I System. A total of six (6) of the positions will be located at the six (6) RSAF Command Centers in various regions of the country. One of the positions is located to provide resident maintenance engineering assistance at the Tactical Unit Center (TUC). Only contractors with proven experience providing this type of engineering and technical expertise in the Kingdom of Saudi Arabia will be considered, since experience with Saudi Arabian labor laws and living conditions within the Kingdom is essential. An additional requirement to provide a capability to annually procure within Saudi Arabia up to $4M of spares and repairs for C4I system and RPIE equipment and facilities is being considered for this project. Any information submitted by respondents to this Sources Sought Synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this synopsis. The Government requests interested offerors submit one (1) copy of their capability response no later than 4:00p.m, Eastern Standard Time, on 13 February 2004 to the following address (for first class or overnight mail): ESC/ACK, Attn: Jerome McDonald, 50 Griffiss St., Hanscom AFB, MA 01731-1625. The response should not exceed five (5) one-sided, 8.5 x 11 inch pages, with the font no smaller than 10 point. It should be noted that the Statement of Work (SOW) for this project will not be posted on the HERBB. Qualified companies, who provide responses to this Sources Sought, will be provided a copy of the SOW upon request to the Contracting Officer.
