- Description
- The Developmental Therapeutics Program (DTP), Division of Cancer Treatment and Diagnosis (DCTD), National Cancer Institute (NCI) is seeking HUBZone small business sources that have the capability to operate and maintain its Biological Data Processing System. FOR INQUIRIES REGARDING THIS SOURCES SOUGHT SYNOPSIS, ALL QUESTIONS MUST BE SUBMITTED TO CAROLYN E. BARKER, CONTRACT SPECIALIST, VIA FAX (301) 402-6699 OR E-MAIL ADDRESS AT cb123d@nih.gov. NEITHER TELEPHONE QUESTIONS NOR COLLECT CALLS WILL BE ACCEPTED. NCI IS ACCEPTING CAPABILITIES STATEMENTS ONLY; DEMONSTRATONS WILL NOT BE ACCEPTED. The DTP has overall responsibility for the discovery and development of chemical and biological agents with potential use in the treatment of cancer and AIDS. The discovery function of the program consists of acquisition, in vitro and in vivo evaluation and selection of candidate compounds for clinical assessment. The development functions involve Pharmacology and Toxicology studies, formulation development, and provision of materials for clinical evaluation and treatment. To accommodate the many samples potentially available for screening, highly automated assays have been developed. Successful implementation of these screening programs requires close coupling of laboratory process control, data acquisition, database management, and data analysis and presentation. In addition to the primary screening activities, data acquisition and database support is required for secondary testing and interaction with other screening studies. Legacy systems are being migrated into a new architecture for the Biological Data Processing System. The new architecture is using Oracle database, Procedural Language (PL/SQL), HTML, Entensible Markup Language (XML), Java Server Page (JSP), Java 2 Enterprise Edition (J2EE), and Jbuilder 9. Experience is required in the following areas: Planning and designing scientific information systems; implementing large and complex biological and chemical databases; various hardware/software environments such as VAX/VMS, Oracle, TCP/IP, C, PL/SQL, Jbuilder 9, JSP, J2EE, XML, HTML, and postscript. Personnel should be experienced in software development in these areas and in biological and chemical application development. Qualified sources must have the capability for proficiency designing and developing browser-based and J2EE solutions and establishing database connectivity between such solutions and an Oracle database. The North American Industry Classification System (NAICS) code is 541511. CAPABILITIES STATEMENTS MUST BE SUBMITTED NO LATER THAN 3:00 P.M. EST, JUNE 1, 2004, to Carolyn E. Barker, Treatment, Biology, and Sciences Section, Research Contracts Branch, National Cancer Institute, NIH, 6120 Executive Blvd. MSC 7193, EPS/Rm 6050, Bethesda, MD 20892-7193. In the event a courier service will be utilized for submission of the capabilities statement, Bethesda, MD 20892-7193 must be replaced by Rockville, MD 20892 in the address. NCI IS ACCEPTING CAPABILITIES STATEMENT ONLY; DEMONSTRATIONS WILL NOT BE ACCEPTED. Point of Contact: Carolyn E. Barker, at e-mail address: cb123d@nih.gov; FAX: 301-402-6699.
