Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Previous solicitation number FA9301-04-T-0027 has been cancelled and replace with this solicitation. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is FA9301-04-G-9999. This solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-20. This acquisition is unrestricted100% small business set aside; the North American Industry Classification System (NAICS) Code is 562998. The acquisition is for the following service: Contract Line Item Number: CLIN 0001, Non-Personal Services: The Contractor Shall Provide All Tools, Labor, Supervision, Equipment, Material and Transportation necessary to perform the following Service: The Contractor is required to Remove and Disposal of Approximately 500 Compressed Gas Cylinder Numerous size and shapes (see attachment A, Statement of Work and attached cylinder list number 1, 2,), at Edwards AFB, California. All cylinders have been downgraded to waste by Edwards AFB and must be handled as hazardous waste IAW all applicable Federal, State, Local, and AF Requirements for Hazard and Safety Laws and Regulation as required, to be able to remove and disposal of cylinders. All contractor must submit detailed TECHNICAL Proposal and must include de-gassing, handling, packing, transportation and deposal procedures/methods, proposed Treatment, Storage and Disposal Facility (TSDF) and Hazardous Waste Transporter information (facility/company name(s), POC(s), phone number(s), facility profiles, permit/transporter ID numbers, etc.) and other pertinent information as deemed necessary by the offeror. Wage determine Notice 1994-2043 Rev (23) Date 03/15/2004 attachment 3 the following factor shall be used to evaluate offers: TECHNICALLY BEST QUALIFIED and lowest priced offer. Offerors must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications--Commercial Items with the offer. If the offeror does not have a copy of this provision, go to http://farsite.hill.af.mil. Any response received without Far 52.212-3 will be considered non-complaint. All offerors must comply with DFAS 252.204-7004 and be current registrants in the Central Contractor Register database (www.ccr.gov) to be considered. The following DFARs clauses apply to this acquisition: 252.212 7001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items.
