Description
The U.S. Research, Development and Engineering Command, (RDECOM)? Armament, Research, Development and Engineering Center (ARDEC), Picatinny, New Jersey, 07806-5000, is currently seeking qualified sources with the capability of providing follow-on engineering, management, and administrative services to continue the research development and engineering efforts in technological areas supporting artillery, mortars, small arms and other programs at ARDEC. The contractor will provide a wide variety of engineering and manufacturing services supporting the following areas: technical and program management, integrated logistics, engineering infrastructure, mission performance, materials, and equipment. The contractor will provide these services to the Armaments Engineering and Technology Center (AETC), Weapon System and Technology Directorate, related and supporting elements of AETC, ARDEC and TACOM, including agencies and activities supported by ARDEC. The services will provide support for concepts, designs, research, development, engineering, manufacturing and fielding of artillery systems, armaments, platforms, related and supporting systems and technologies. The contractor must be extremely knowledgeable and experienced in the areas of simulation, modeling, and design analysis utilizing independently developed computer hardware and software systems. The majority of these services will be uninterrupted, full time, long term (up to several years) and on site to meet our requirements. Contractor personnel shall exhibit a high level of engineering competence and an expert knowledge of a multitude of armament systems, munitions and missions. The contractor shall utilize a highly competent and experienced staff with a detailed and in-depth knowledge of all aspects of armament design engineering, manufacturing and production technologies, various test methodologies, state of the art engineering, design, development, automation, quality assurance technologies, processes and engineering materials, equipment, and techniques and procedures. They shall be extremely well versed in the specific product development tools used at ARDEC, to include but not limited to, PRO-Engineer, DADS, ANSYS, and Mechanica. They shall also be well versed in the use of integrated data environments (IDE?s) and collaborative concurrent engineering principles. The Indirect Fire Systems team will design, analyze, and select advanced armaments and related systems for further development, production, fielding and product improvement, based on the contractor?s engineering and programmatic inputs, mission support and prototype fabrication. The requirement may include, but is not limited to, engineering, design, test, fabrication, hardware assembly and modification, analysis and feasibility studies. The contractor may be required to conduct production and manufacturing technologies, processes and methods studies; materials investigations and evaluations, and fabricate or supply prototypes, test instrumentation, and hardware assembly, disassembly and inspection. Additionally, design and materials compatibility studies, producibility studies, technical risk and tradeoff studies, and life cycle cost estimating may be required. The contractor will also be required to perform computer aided design analysis, develop testing techniques, design and fabricate various types of tooling, develop special assembly and test equipment, generate quality assurance documentation and to prepare engineering drawings and technical data for design and/or manufacturing/production. The contractor may be required to prepare specific documentation, conduct tests, and provide analyses and reports at government or contractor test sites. In addition to hardware, the contractor may be required to prepare CAD-E and manual layouts for electronic circuitry, printed and integrated circuit designs and determine functional electronic hardware and software specifications and perform other CAD-E analyses as may be required by individual task orders. The contractor may also be required to perform various integrated logistics functions as may be required by individual task orders. Interested firms should submit literature/brochures not exceeding twenty (20) pages describing their technical capabilities and specifically address the requirements listed above in response to the aforementioned criteria. It is currently the intention of RDECOM-ARDEC to issue a sole-source award to Subsystem Technolgies, Inc., 1611 North Kent Street, suite 1004, Rosslyn, Virginia, 22209. This is a market survey not a pre-solicitation notice. There is no formal solicitation available at this time. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey.
