U.S. GOVERNMENT SEEKS EXPRESSIONS OF INTEREST FOR A LAND PURCHASE OR GROUND LEASE OPTION OR EXISTING BUILDING IN THE NORTHERN VIRGINIA AREA FOR OCCUPANCY NO EARLIER THAN JULY 2007 General Services Administration (GSA) is seeking expressions of interest from fee title owners, or their duly authorized representatives, willing to give GSA an assignable purchase option or ground lease to acquire a site, or an assemblage of sites, for a future lease construction project. GSA will also consider leasing an existing building if it meets the minimum requirements as set forth below. If an existing building meeting the minimum requirements is either not available or deemed suitable, GSA intends to acquire a fair market value, no cost assignable purchase option ONLY, then solicit bids for a build-to-suit lease. The property owner must agree to convey title to the successful offeror of the lease procurement via the assignable option. The current property owner may compete in the lease procurement. All interested parties should address the following and forward their expressions of interest in writing to the address listed below by May 28, 2004. Sites currently zoned to support a building consisting of office and related space of a minimum size of 165,925 BOASF (BOMA Office Area Square Feet) and a maximum size of 199,110 BRSF (BOMA Rentable Square Feet) shall be considered. The square footage requirements apply to existing buildings as well. Other site or existing building requirements include: ?100 foot setback from vehicle barrier to nearest fa?ade of building ?Progressive collapse and blast mitigation construction techniques ?Minimum floor plate size of 25,000 BOASF ?Maximum floor plate size of 35,000 BOASF ?250 inside non-tandem secured parking spaces (underground or semi-attached building) ?Additional non-secured parking up to county code requirement ?Ability to accommodate expansion of both parking and building square footage by 25% while maintaining setback requirement ?Ability to provide a single-tenant, stand-alone facility ?Two (2) separate means of direct vehicular access to a throughstreet or throughstreets ?Ownership must present evidence of free and clear title that does not contain any encumbrances unacceptable to the Government ?Full disclosure of any hazardous wastes or toxic materials and soil conditions on the site must be communicated to the Government in writing ?Sites or existing buildings shall not be located in a floodplain or wetland ?Gas, electricity, water, sewer, and telephone utilities and road access must presently exist or must be presently approved or planned by the appropriate jurisdiction(s) Delineated Area: The delineated area shall be the area bound by a radius of approximately ten (10) miles around the point described as the intersection of Chain Bridge Rd (Rte 123) and Main Street (Rte 236) in the City of Fairfax. Interested parties desiring to submit sites or existing buildings should reply in writing to the individual listed below.
