Description
This is a REQUEST FOR INFORMATION (RFI). This is not a formal solicitation or a request for proposal. This RFI is for information and planning purposes only and is not to be construed as a commitment by the US Government, Iraqi Governing Council (IGC), Ministry of Health (MOH) or the Coalition Provisional Authority (CPA). The MOH in Baghdad, Iraq is seeking to identify sources capable of providing the following: NURSING COMPETENCY PROGRAM The goal of the Ministry of Health is to have a contractor/offeror perform an assessment of skills and certification of skill levels of existing nurses working in the hospitals in Iraq. Providing this officially recognized assessment of nursing skills will aid the Iraqi hospitals in providing a skilled staff and will provide improved patient care. The Iraqi Governing Council, in conjunction with the Ministry of Health, expects that any future offeror will have at a minimum, the ability to perform duties as assigned, including, to but not limited to, the following: Assessment of clinical competency of all nursing personnel, including approximately 12,000 ex-military personal and nurse graduates currently unemployed; Provide clinical re-training based on the educational and competency level of each nurse; Identification of all trained nurses in Iraq; Assessment of competency level of all nursing personnel; Competency training of each level of nurse; Development of skilled clinical trainers for each hospital and Primary Healthcare Center; Selection of a Nurse Program Administrator for approximately 12 months to organize assessment and training program Set up a central facility for clinical training labs within an existing MOH asset, to be utilized as the ?nursing institute?; Furnish training manikins, equipment and supplies to create a nursing skills lab Provide educational materials required to support nursing courses; Determine professional grade stipends for Iraqi nursing students and instructors and provide each participate in the program with regular payments; Contractor will provide all administration, supervision and labor to establish and maintain nursing competency program; Contract officer will be appointed as governmental monitor for program accountability: PROPOSED BUDGET FOR NURSING COMPETENCY PROGRAM Description of Requirement Estimated Cost Contract Nurse Program Administrator $ Set up facility for clinical training labs $ Nursing skills lab manikins, equipment and supplies $ Educational materials and audiovisual equipment $ Security and Transportation $ Total Costs $ INTERNATIONAL CLINICAL TRAINERS Purpose: Import international nurse trainers to teach nursing personnel at the bedside, covering aspects of both fundamental and specialty nursing. Rationale: Iraq has an acute shortage of nurses. The qualifications of the majority of nursing personnel are sub-standard. The typical hospital nurse has not completed high school and began a three year nursing program following the sixth or ninth grade. The need for quality nursing is overwhelming; and nursing personnel can respond neither in providing the quantity required, nor the quality expected in today?s health care system. Program Requirements: Future contemplated contract will be for a minimum of 100 Registered Nurses (RN?s) to work in the Iraqi Teaching Hospitals and serve as clinical trainers for direct nursing care; Future contemplated contract will require offeror to include management, security, housing and transportation of international nurses in their bid when requested: all life support to be provided by offeror; the CPA, IGC, MOH and US Government will not be responsible for offeror?s life support; Offeror must begin nursing services within 60 days of awarding of contract Services are required for all shifts and holidays Personnel Qualifications: College-prepared nurse with minimum five years of nursing experience with specialized training in at least one of the following specialties: Emergency, Diabetes, Dialysis, Oncology, Neonatal, Theatre/Surgery, Cardiology, and Mental Health. All offeror candidates must speak Arabic, be licensed by an accredited and recognized international nurse related organized and be willing to sign an employee-employer contract to serve in Iraq for a minimum of six months and/or a maximum of twelve months, subject to penalty of early withdrawal.. Companies capable of providing the services defined above are encouraged to respond by providing their company name, points of contact with email address and phone number, a listing of types and quantities of the services available. In accordance with Federal Acquisition Regulations 52.215-3 Request for Information or Solicitation for Planning Purposes, as prescribed in 15.209(c), the following provision applies; Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
