- Description
- The United States Section of the International Boundary and Water Commission (USIBWC) intends to acquire on the basis of Other Than Full and Open Competition 200 ft. of Free-standing Coffer Dam/AquaDam that is 16’ high. The Coffer Dam is open ended with extruded film tubing that is made of a woven polypropylene fabric used in high survivability separation applications. The Aqua Dams are made from 70” plus, laid flat width panels of 6.5 oz. circular woven material. Panel edges are overlapped then triple-stitched together using an overlapping seam for maximum strength. This provides for a 4-ply seam running around the tube. The material is folded over and then seamed laterally to form a tube. The lateral seam is reinforced by sewing in 3” wide heavy-duty seat belt strapping material on each side of the seam to give it added strength and durability. There are a total of six (6) seams, three in one direction and three in the other. One of the triple-stitch seams uses high-tensile strength Kevlar thread, which makes an excellent 2-ply tube for the added pressure of these large water-filled Coffer Dams. The 16’high Coffer Dam utilizes two- 2-ply tubes, which are used together for a total of 4-ply thickness. The inside tubing can be completely replaced to make the Aqua Dam new again. This is a Notice of Intent to award a firm-fixed price purchase order for the above items to Aqua Dams/WSV, P.O. Box 206, Carlotta, CA 95528, under the authority of Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Coffer Dam will be used to test levees along the Rio Grande at the USIBWC Mercedes Field Office located at 325 Golf Course Road, Mercedes, TX 78570. There is a reasonable basis to conclude that the agency’s minimum needs can only be satisfied by the product provided by Aqua Dams. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source. There is no solicitation document available. This notice of intent is not a request for competitive proposals. However, any and all proposals received by 5:00 p.m., MST, on May 14, 2004, will be considered by the Government.
