Description

The Naval Air Systems Command (NAVAIR) intends to enter into sole-source negotiations and subsequently award a Basic Ordering Agreement (BOA) to Raytheon Missile Company. This BOA will provide for engineering and management studies, fabrication and test of Test and Support Equipment, spare and repair parts, and software support for the Joint Standoff Weapon (JSOW) System programs, System Aircraft Integration Support and System Weapons Use and Capabilities Enhancement Support. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.) GENERAL INFORMATION: Raytheon is the sole designer, developer and manufacturer of the JSOW weapon and its associated equipment. This procurement requires expert knowledge and understanding of the design and operation of JSOW and its weapon components and associated equipment in order to provide the support necessary for successful completion of this effort. Accordingly, Raytheon is the only known qualified, responsible source that can fulfill the requirements specified herein. Once NAVAIR finalizes its requirements for the subject effort, a prerequisite for receiving a contract award will be registration in the Department of Defense’s Central Contractor Registration (CCR) database. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
