Description
This survey supercedes Market-Survey-0255 posted 30 April 2004. The Department of the Army, Communications-Electronics Command (CECOM) Security Assistance Management Directorate, is looking for potential sources to train users of Night Vision and Thermal Image devices in how to operate, maintain, and trouble-shoot the devices. The devices are made by various U.S. and foreign manufacturers. The contractor is expected to travel to U.S. Government and customer (foreign government) facilities, both CONUS and OCONUS, to conduct the training. The contractor will provide support for technology demonstrations, technology training, operator and maintenance training, custom applications per customers' requirements, field-testing and data collection, international and domestic weapons training, and othe r technical and administrative support as required. Operator, maintenance, and weapons training will consist of not less than 50% hands-on training, and will include (but not be limited to): course materials (i.e., lesson plans, student guides, performance tests, applicable manuals, presentation materials, and a course evaluation form); hands-on operator training; trouble-shooting of system malfunctions; surveillance scenarios (for video-based or photographic-based training). Cou rse materials will be in English; non-English courseware will be quoted on an as-needed basis. The contemplated contract is expected to cover five years. At a customer's specific request, the contractor will provide or identify materials that will fulfil l the customer's needs. These custom applications will be considered on a case-by-case basis, and can consist of Commercial-Off-The-Shelf (COTS) technology or items fabricated by the contractor. All materials are subject to U.S. Department of State expor t requirements, and may be provided only in accordance with International Traffic in Arms Regulations (ITAR). Restricted to U.S. sources. Prospective contractors must provide documentation demonstrating their experience in conducting training courses on Night Vision and Thermal Image devices made by a wide range of U.S. and foreign manufacturers.
