- The Bureau of Reclamation, Boulder City Regional Office, Boulder City, Nevada, intends to award on a sole source basis a purchase order to Advanced Automation Associates, 640 Rice Blvd, Exton, PA 19341. Advanced Automation Associates employee Barry Ziegenfuse is the original designer of the cableway control system. This control system was designed by Mr. Ziegenfuse in the mid-1990s. Mr. Ziegenfuse was also involved with start-up and troubleshooting the new controls in the mid-1990s. Mr. Ziegenfuse has a very detailed and comprehensive knowledge of these cableway controls which he designed. The cableway control system at Hoover Dam is unique to Hoover Dam and is not used for the control of any other cableway in the world. There would be substantial duplication of cost to the Government if another vendor were used and that cost is not expected to be recovered through competition. There would be unacceptable delays in fulfilling requirements for an operational cableway at Hoover Dam if another vendor were used. The 150-ton cableway at Hoover Dam provides the only means of moving large loads into the dam and powerhouse. Road access to the dam and powerhouse is severely limited by the restricted width and height of the tunnel on the road between Highway 93 and the powerhouse. Reliable operation of equipment at Hoover Dam requires the capability for cableway operation. This procurement will be awarded using Simplified Acquisition procedures. The anticipated award date is May 18, 2004. Interested parties believing they are capable of performing the work, should submit a statement to the Contracting Officer outlining their qualifications to do the work.
