- This is Amendment 0004 to combined synopsis/solicitation W58RGZ-04-R-0547 for the purpose of revising the requirement for the Aerial Surveillance Platform. Industry has questioned the exclusion of air conditioning in the aerial surveillance platform on numerous occasions. The specific questions and answers are found in Amendment 0001, Q & A 6 and Amendment 0003, Q & A 2. This requirement has changed. Paragraph 3.0.1 AIRCRAFT CHARACTERISTICS is hereby revised to add the requirement for air conditio ning. In Amendment 0002, question 22, an industry representative questioned what secure equipment the coms package would have to interface with. The answer provided was incomplete. The government does not have specific equipment interface identified. T herefore, the requirement stated at paragraph 3.0.4(2) is deleted from this requirement. The evaluation criteria for the training plan element was inadvertently omitted from the original combined synopsis/solicitation and is provided as follows: In the Tr aining Plan Element, the Maintenance Training factor and the Pilot Training factor are equal in importance. The offerors maintenance training approach will be evaluated based on completeness and adequacy of the approach to the extent that it represents a thorough understanding of the requirement. The offerors approach regarding training materials, manuals, media, training assets, course content and instructor proficiency will be evaluated. The offerors pilot training approach will be evaluated based on c ompleteness and adequacy of the approach to the extent that it represents a thorough understanding of the requirement. The offerors approach regarding training materials, flight manuals, media, student workbooks, training assets, course content and instru ctor proficiency will be evaluated. The evaluator will consider the procedures, skills, facilities and course content the offeror proposes to use to perform the aircraft maintenance and pilot training for adequacy and relative effectiveness. It is furthe r clarified that the training plan, logistics support package and airworthiness are equal in importance. The proposal due date is hereby extended to 21 May 2004, 4:00 p.m. Central Standard Time (CST). Changes to the requirement should be annotated in pen and ink to the original synopsis/solicitation. Solicitation W58RGZ-04-R-0547 will not be reposted in its entirety.
