Description

This is a pre-solicitation notice. This procurement is 100% set-aside for small business concerns. The resultant contract will be a Firm Fixed Price contract with a base year period and four option year periods, which may be exercised by the Government in accordance with the schedule. It is the general intention of this solicitation to obtain water treatment preventative maintenance services for cooling towers (HVAC), boilers, hot water heating systems, and chilled water loops at the Philadelphia Naval Business Center and Naval Support Activity, 700 Robbins Avenue, Philadelphia, PA. The Contractor shall provide all labor, supervision, tools, materials, equipment, transportation, and management necessary to maintain water treatment for Cooling Towers, Boilers, Hot and Chilled Water Loops and associated equipment as required in the Schedule of Firm Fixed Price (FFP) work. Services shall be provided on the following types of equipment (1) Cooling Tower Condenser Water equipment and systems. (2) Miscellaneous equipment and systems. (3) Condenser water systems chemical treatment. (4) Chilled water systems chemical treatment. (5) Hot water heating systems chemical treatment. (6) Boilers for heating use. The North American Industry Classification System (NAICS) code is 541380 and the size standard is $6.0 million. Per the Debt Collections Improvement Act of 1996, the DFAR requires all contractors to be registered in the Department of Defense Central Contractor Registration (CCR) Database. Be advised, failure to register in the CCR makes an offeror ineligible for award of DOD contracts. Information regarding this registration may be obtained by accessing web site http://www.ccr.gov/ or by referring to DFARS Subpart 204.73. Bidders should submit verification of their firm's registration in the CCR Database with their bid. There will be a pre-bid site visit. Information regarding this site visit, and access to the site will be specified in the solicitation. The solicitation will be available on or about 02 December 2003 and will close 30 days thereafter. In accordance with FAR 5.102(a)(7), availability of the solicitation will be limited to the electronic medium. Hard copies will not be available. The address for downloading this solicitation is www.esol.navfac.navy.mil .You must first create an account. You may view the site without an account, but you will not be able to register for a solicitation unless you have an account. Once registered, you will receive an e-mail informing you when the Invitation for Bid (IFB) package becomes available. An official planholder's list will be maintained on-line and can be printed from the website. Notification of any changes to this solicitation (Amendments) shall be made on the internet. It is therefore the contractor's responsibility to check the internet site daily for any posted changes to the solicitation plans and specifications.
