- NASA/ARC has a requirement for Airspace Concept Evaluation System (ACES) Software Development for Build 4 and 5 plus Maintenance, Support and Concept Assessments for ACES Builds 3 through 5. ACES is a fast-time computer simulation of flights traveling from gate-to-gate through the National Airspace System. ACES simulations are used to analyze the impact of new operational concepts or technologies on the airspace system. The studies measure impact in terms of metrics such as capacity and delay. The simulations are executed within a computer laboratory environment. NASA/ARC intends to award a sole source contract with Raytheon Company under the authority of FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. This request is considered to be sole source to Raytheon Company; therefore, no solicitation will result from this announcement. Contract performance is anticipated to begin the early part of October 2004. This procurement will have two (2 ) option periods and is anticipated to be a three year contract. The prior effort was obtained under the NAS2-00015, Raytheon contract under a contract task order (CTO-07) for the builds 1 through 3. This effort is a continued development or production of this major research and development requirement. Raytheon is the only known source that possesses the existing tools, technical knowledge, and experience to continue the development of this program and technical content research and model development. The government has invested a substantial amount over 5 years of effort toward the development of this program and technical content research. Raytheon?s personnel posses a steadfast understanding of technology needs, requirements, and expertise of this research field that was obtained through other contracted efforts with NASA Ames Research Center. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on May 27, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
