Description
NASA/MSFC has a requirement for the purchase of 1 each Intellibus Network Interface Controller. NASA/MSFC intends to purchase the Intellibus Development Cluster from The Boeing Company, Seattle, WA, pursuant to FAR 13.106 for the acquisition of supplies and services determined to be reasonably available from only one source. Competition is impractical for the following reasons. In choosing a bus protocol for use in the advanced avionics architecture that may be developed into a flight system, several factors were considered critical: (1) the protocol must be non-proprietary, (2) capable to be developed into a safety-critical system, and (3) had to include mature technology. Only 2 contractors are known to have the capability to perform this effort, The Boeing Company and TT Tech North America (TT Tech item has been acquired under separate order). The Development Cluster shall meet the following criteria: 1-wire network rate - 20 kbps isochronous; 2-wire network rate - 12.5 Mpbs isochronous; 4-wire network rate - low to 12.5 Mbps synchronous; Multi-master-slave with peer to peer operation; Manchester (biphase) messaging format; Hardware independent physical layer; Minimum protocol efficiency 33%; Plug-and-play capability for device discovery. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on May 14, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
