Description

The National Ocean Service (NOS) has a requirement for software engineering contractual support for the development of a software application to be called ARNS (Automated Real-Time Narrative Summaries) using Natural Language Generation (NGL)/Computational Linguistics. The contractor shall perform a requirements analysis, develop, test, implement and document a NGL application that will generate real-time summaries from digital oceanographic data generated by the Physical Oceanographic Real Time System called PORTS. The Goals and Objectives of this requirement are: 1. To provide the maritime user community (ship pilots, boaters, fisherman, military, marine planners, first responders and other users of marine observations) with a summary of digital oceanographic data that is in a narrative form and reduces if not eliminates the need to visually inspect multiple graphic products to understand the physical oceanographic behavior of the harbor or estuary. 2. To be able to update the summaries in real time with no performance issues. 3. To provide a means by which the application could be easily maintained by the government. Maintenance would include the ability to add sensors in the narrative and/or change the criteria by which a phrase is generated. Period of performance is 1 year with four option years. The NAICS Code is 541519 and the size standard is $21.0 million. This is a 100% Small Business Set-Aside.
