- The Defense Contracting Command ?????? Washington (DCC-W) seeks contractors interested in reviewing the statement of objectives (SOO) for copier blanket purchase agreements (BPAs). Those contractors who are awarded a BPA will provide all leased and purchased copiers, maintenance, and consummable supplies, in support of the entire customer base of DCC-W. After thoroughly reading the SOO, contractors are invited to submit comments/ innovative ideas/suggestions/best industry practices/etc. to DCC-W. T hese submissions will form the foundation for the resultant clauses, pricing schedules, terms and conditions, performance work statement (PWS), and the quality assurance surveillance plan (QASP). Vendors/industry are strongly encouraged to be inventive, a s well as cost efficient and innovative in their recommendations. DCC-W is querying the commercial sector for the best in-practice solutions in the areas of quality assurance and schedule structure; inclusive of pricing of contract line items, payment prov isions and procedures, overall contract administration, and incentives to BPA contractors during the BPA performance period. One of the major goals of this acquisition is to craft contractor and Government friendly BPAs for the acquisition of copierS (purchased/leased), maintenance, and consummable supplies. Extensive experience with ??????excess copy charges?????? makes this a feature most undesirable; and, one which will be considered only as a last resort (because it is not Government-friendly). Flexibility of solutions for the DCC-W customer is the ultimate goal. Contractors need not intend to participate in the BPA solicitation process to offer suggestions in any of the aforementioned areas. Offerings from contractors may be in subject areas that are not listed; the list is not meant to be all-inclusive, but to s timulate thought in the area of a well-constructed, managed, and administered acquisition venicle. Due diligence will be afforded to those contractors who submit technical proposals that are deemed advantageous to the Government. Contractors are permitted, even encouraged, to use teaming arrangements in order to participate in the copier BPA acquisition process.
